It thus appears by comparizon that the most costly, and by inference the most permavent. Since then the extent of railway commutication in the United States (ivcluding those in rebellion) bas incressed to thirty-two thousamd ight hundred and seventy one miles, constructed at a coat of $1,234 ,262,610, or $37,549 per mile. In Great Britain and Ireland during the same time the lines have increased to eloven thousand three hundred and eighty-six miles in length, constructed at a cost of $1,775 686,400, or $156,028 per mile. ‘This enormous excess in cost Of construction of the English over tho American roads is to be accounted for by the fact that most of our railways were of single lines, constructed ina light and cheap manner, whigh in England would have been regarded as merely intended to serve temporary purposes; whereas the English system Yovolved the laying of double tracks in the most solid and expensive manner, with a view to permanent strength aud a heavy trailic. Nevertheless, in the two countries ours have Deen thus far the most profitaple ia their returns, The respective Siates from which our roads hold their ‘charters exercise afar greater control over them than the Britisa government does over those under its jurisdic tion, and the passage of a railway bill through any State Legislature in this country is generally accom. panied by far more bribery and corruption than it uid be through the House of Commons, ‘The introdugtion of railways in England resulted in as many local monopolies of transport ‘as there were distinct wompanies, and this evil was speedily aggravated by ‘amalgamation. At the present day, therefore, we find every one of the principal lines of railway in Great Bri tain a gigantic monopoly, protected by act of Parliament and sustained by the public. Hence railway sbares are regarded as safe investments and their stock is held chieily by a large class, who live” upon their dividends, and take little or no heed of fluctua. @ions in the market value of securities. The varia- tiovs in the quotations for British railway shares on the Loudon Stock Exchange are very slight, owing to this reason and the absence of that speculation which makes the price of railway shares ia this country asub- ject of daily interest to thousands, The plan of constructing railroads by the undue and premature issue of bonds, which has prevailed to a great extent in this country, has operated very injuriousiy upon the common stock and the interests of shareholders ‘dhe method generally pursued was to pay the coutractors twenty-five per cent im cash, fifty per cent in bonds and ‘ibe remaining tweoty-five per cept in common stock. ‘Tbe consequence was that, ag the proportion in cash was quite inadequate to carry om the work, contractors exacted much higher rates than they would have dono had there been @ large paid up capital to rely upon, 80 ag to cover their loss by the conversion of the bouds into money» Moreover, it was not an upcommon circum- Bia.ce {or from jour Lo six thousand dollars extra compen- pation per mile to be allowed by rallway companies to Contractors when the bonds proved difficult of negotia- tion, and in order to hasten the completion of their roade, This exhausting process usually compelled a recort In payment for labor and material to fresh issues of bonds, based on the expected iocome of the roads.
