Tavaspar, July #8—6 P.M Now that the books of the Treasury and national banks ‘are open for subscriptions to the new loan, an inquiry toto (ts probable preseat and prospective effect upon the money market, the value of national securities and the ourreucy and the price of commodities, cannot be with- out interest to the people. We therefore propose to show briefly the influence !t will be likely to exert in these m- portant monetary and commercial channels. The new loan having been officially advertised, and the money market being eared by the Treasury disburse- ments of legal tonders, this rise in bonds—the pre- cursor of subscriptions to the Treasury note, loan—has begun, and will be likely to steadily continne (unless It receives a temporary cheok from adverse intelli- wouce respecting the Potomac raid) till they r@ sufficiently high to place the new loan on sometbing like an equality with them. Tho strong demand for our gold bearing securities in Germany and other parts of furope, arising from the high rate of exchange in favor of foreign buyers, is likely to continue, and will pro- bably tnerease, and, their price being thus adyaoced, they will mo longer constitute an obstacle in the way of an inferior currency paying loan at par. The pregont loan is obviously a financial mistake, tend- ing, a we have endeavored to show, directly to the de- Preciation of the currency by forcing the government to stimulate the money market by additions to the bulk of our paper money in order to float it at the price fixed. A loan of this kind is a parasite, depend- jug for its support on the currency, which it weakens ip proportion to its owa weight; and this is an evil which would be likely to increase in a compound ratio with every succecding loan at a fixed price. It is aiso a mistake in respect of its offering lese inducement to buyers than the pnblie securities already in the mar- ket, which has rendered it necessary to case the money market to stimulate an advance io them preparatory to recetving subscriptions to the seven-thirties. The proper course for the Treasury to have pursued, Hf &@ stoppage of further indation of the currency was the end sought, would have been to place the loan on the market at whatever price it would sell for, it being undoubtedly better for the government bo receive less for its loans and more for its currency than the reverse. By the policy it bas adopted it wili lose far more than it will gain, and it will make the People sharers in its own losses, Let us suppose, for instance, that the government received only ninety io- Stead of par foranew loan.
