2 FINANCIAL AND COMMERCIAL, ea Jaly 14-6 P.M. Bome of the members of tbe bauk committie of ten had an juterview with Mr. Fessemdes today at the Sub Treasury Dullding; but be was waprop.ted to reply to tne propositions before him or to sugges: ofRers, dd eo the Begotiations remain in suspense. Poadiag their renewal the Secretary is considerivg what authority he bas tor making ihe State bike depositories of governmont fupds to the oxtent of their loacy to'the Treasury. !'y the act of Congress of August 5, 18 a section of which we quoied ° yesterday, ie em powered to deposit any of the oo taiced op apy of the loans thea au the credit of tbe Treasury of ine United States in such Bolvent-specie paying banks 9s Le may select, So far ag Joans authorized pefore the paspage Of Lbis Pet are con- corned, the only question that arises is tut growing out of the suspension of specie pay nents—uamely, wnetber the aw is applicable to legal tender paying banks; and, iovsmuch as legal tender woes are held, bowd by the goveroment and the courts, to be the equivalent of specie iu the payment of all ordinary obligations , where s;ecre Payment wos vot expressly stijslated tn advance, we are of opinios that Mr. Fossonden should snot confine Himself strictly to the letter of tho law, but place that Liberal Interpretaiton upon tt which is necessary, at the proacut critica! juncture, to the interesigof the govera. ment. With regard, however, to acts authorizing loans passed subsequent to this, it is evident that if tho seo tion of the act referred to is covstrued literally it will not apply; but in view o the necessities of the Treasury, nd the urgent peed of perfect ~harmony and co opera tion between all the banks aud the government, in order to enable it to develop its fall fina cial strength, Mr. Fossenden will be justified im consulting the public wel'are, without allowing bimself to be fetiored by legislation, or the absence of it,on a paint to which precedents, from the very condition of affairs, uro no longer applicable, The emergency 4s such that it must De dealt with by strong hands, and if the new Secretary ahrinks from the task or respousibill'y of barmoutzing those conflicting elements which exist between the two donominations of banks, aod of upiting with them the commercial strength of the country, it will be at the cost of the best interests of the people and the sacrifice of his own reputation as a fuancier Raving conceded eq ial lexes to the State and matioua! banks, aad placed itself in accgrd with the moneyed interasts of the naticn, the goverameat shoutd follow the example of all European governments ia.simt- lar circumstances, and put itself in the position of ag ordinary borrower. Hitherto, while the banks bave be moneys arizod by law to Deen expanding the sphere of their circulation and opera tions, the government has been paying out large sums in preenbacks and legal tenders generally, aud thus two prime causes of inflation have been actively at work, without anything to control the tide o ciroulation and make it conye:go round @ common centre. Now, in Great Britaia the Bank of England constitutes this centre, and the ebb and flow of money are regulated by its rate of interest. If the draia of specie is heavy upon the bank, in cons*quence of exces- stve importions or other predisposing canses, an advauce in this rate acts as an immediate check unoa it, and the wealth of the kingdom flows {oto iis collers without a corresponding depietion in the way of discounts, There ts bo reason why the banks of this city sbou!d mot form this centre, and coutrol the circulation as effectua'ly as ‘the Bank of England does i And, as the law of this Stare does not permit a higher rate of interest thau seven per cent, the policy whicu should be pursued to streagtben the banks is that of asteaty@Mrtailment of loans to the basiness community. Too effect of this course on the part of the bimks would soon be apparent in an influx of currency from all sections of the country, which ‘would find its way into the banks.and facilitate the action of the latter in supplying the necessities of the favored Dorrower—goverument. As soon as the banks advised their customers of this intended policy, the latter would, fa self-defence, call for remittances from the country jobbers or wholesale dealers, who, in thew tara, would call upon the retailers, aod these agais cpee the | customers, and so farge amounte of cerrencr which are now scattered among the people, wprradiatit for national purposes, would Gow isto ibe great onmamer cial centres. With the curtailmont of disomunts, two ‘would come an abatement of such bartful speculation ss chat which bas recently di the price of the vecessa- les of life so excessively, and thereby every man would have bis dsily bread and butter cheapened to him; be sides which the volume of currency wecessary for com mon every day expenses would be proportionately dimin- ished, and the surplus thus created would be so much added to the resources of the banks. Meanwhile these, acting as agents between the Treasury and the people for the sale of its six per cent interest in gold bearing bonds, could dispose of about a million of dollars worth per day, which, with the three quarters of s million per day derivable from internal revenue, and the addition of temporary deposits, certificates of indebted ness avd Treasury notes maturing in three years, at the command of the Secretary, would leave him im litte need of resorting to the fssue of legal tenders, unless to limited extent, io payment of the troops ‘There is little doubt that if seveu-thirty Treasury notes (not legal tender) were to be put on the mar- ket, avd made convertible into six per cont gold bearing bonds at maturity, there would be a etroog demand fr them; but this inducement to subscribe rapidly to a new loan would hardly be advisavle unless the requirements Of the government wore of a very urgent character, It is upon the galo of its bonds direct through the bavks to the people that the government must maloly rely for sup- iy reaction ‘tosk place in the stock market to.day, and &@ Duoyant tove was manifested throughout the entire list. Whether this is to continue or not itis very didi cult to predict; but it is quite certain that whenever financial affairs of the couvtry assume a settled eon- ition the share market will regain its former bealthy ‘aspect, and the spirit of speculation, which has been dormant for some time past, will again be revived. Stocks have nearly if mot quite touched bottom, which faet the boars themselves are forced to admit Compared with the bighest cash sales at the first board yesterday, New York Central advanced per cent, Erie Railway %, Hudson River 4, whieb fs a gain of fourteen per cent since Monday a/ter- oon; Reading 4, Milwaukee and Prairie du Chien 2, Micbigan Central 1%, Michigen Southern 3, Illinois C tral 15, Cleveland and Pittsburg 1, Cleveland and Toledo 1, Chicago and Rock Isiand 2}, Pittsburg and Fort ‘Wayne 3%, Chicago and Northwestern 1, Cumberland Ooal 1%, and Quicksilver Mining 2. ‘There was po improvement in government securities, end it ts not likely that they will be strengtheved until eome settiea policy on the part of the Socretary of the ‘Tressury is made public. In these days such a system might well be pronounced ridiculous aod groteeque.
