FINANCIAL AND COMMERCIAL. ‘Torspar, July 12-6 P. M. Walt etreet bas been full of rumors for the last two days with regard w the prebdable policy of Mr. Fesseo den ip providing tbe necessary ways and means for car Tying op the war. Since iis arrivel im town be bas con- forred with a large pumber of our leadivg financial mea, ana to-day a meeting was held in the Sub-Treasury duild- 1g, at which all the managers of the old banks were Present, the result of tbe conference being that a commit. tee of ten was appointed & “devise a plan for supplying the wants of the government with as little dis turbance to the movey market as possible, The committee is to report to-morrow, when we all leare mm Tce Treasury is in immediate need of at least sixty millions of dollars, and im the present stringent state of tbe money market the banks are unable to lend this amount without first appealing to the people by the sale of bonds, The direct course for the Bew Secretary to pureve is, therefore, to make the banks— Doth State and pation.|l—government agents in disposing of its bonds ata fixed price, to be agreed upon between the Treasury avd the banks, the latter to receive com- Peasation in the form ef a commission, or its equivalent to @ deduction from tbe selling price of the bonds, and the Proceeds to be passed to the credit of the Treasury, to be Grawa against as required in payment of public creditors, In order to show to what extent the Treasury is ¢mpow- ered by Congress to tssue bonds and currency t order meet the expenditure of the government in excess of the fevonue, we make the following enumeration: — u existing acts of Congress there remain to be is- eued:—Firstly—ihtrty-three millions of the twenty years honds of 1861, which bave seventeen years to run. These are tooboicaily known as ‘rejected sixes,’ and form the wnaccepted balance of the last seveaty-five million loan utonthe market by Mr. Chase. Becond!y—There are one hundred and twenty-seven miilions unissued of ten- forty bonds, being the balance of the two bundred illion loan authorized by the act of March, 1868. Third. ly. There are four bundred millions of five-thirty bonds to be issued under the new Loan bill. But he Becretary has the option of issuing two ftundrea militons in Treasury notes, bearing itoterest at @ rate not higher thao seven and three tenths per cent, payable in currency, in lieu of the same amount in bonds, if the nevessities of the Treasury @emand it. He has siso the pewer of making them legal ‘ender on their face, or pot, as he may see fit. If they are made a legal te:der the interest must be paid with the principal at maturity, and if not a legal tender the faterest must be paid semi-annually without limitation Fourth!y—The Treasury nas power to issue certificates 0€ Indebtedness redeemabie im one year {rom date, with interest at the rate of six per cent in cur- Teacy, without limit as to smount. Fifthly—The Secretary may receive temporary deposits, repay- @ble on ten days notice after the expiration of thirty days, to the extent of one hundred and fifty millions, ana pay interest cn the same at the rate of six per cent in ourreacy. Sixthly—He can issue fifty milltons of cur- Fency under the new Loan bill, to be applied ia payment f temporary deposite when required, wiich ameunt must be withdrawn apd pinced agaia in reserve as the temporary deposits increase. Of the one bundred and Afty millions of temporary deposits referred to seventy- two millions are already out, and therefore only scventy- @ight miliions remain to be borrowed under this bead. ‘Tous 1 will be sece that, although the legislation appli able to the Treasury is not such as to give entire free. dom of action-to Mr. Chaso’s successor, it nevertheless altows bim considerabie scope for the exercise of soucd dudgmens tn the management of the nations! Aoances at the present critical juncture, That the difficulties of the Sisuation are vory great is perfectiy obvious; but unless they are met doldiy there is danger of their becoming far worse. The course Mr. Fessenden has thus far pursued, ‘however, strengthens us in the impression that be will ‘Make the best of @ bad state of things, and that theccun- ‘F will have reason to be satisfied with the reeult of bis policy. ‘The money market and the temper of the people are just | 399 Go. Sew euch as to be easily influenced, and extreme cantion ia | 40) Quicksilver M! Becessary in order to guard against a panic worse than any we have yet witvesxed. If Mr. Fessenden, for in. stance, determined to raise a loan from the banks of only ¢wenty-five millions, to be paid into the Treasury imme. Gately, or say withic a month, @ pavic would be the io- ‘evitable consequence of the excessive stringency pro. Gaced. Goid would prebably rise fifty per cent above ite ‘Present premium. Large numbers of small boiders of Greenbacks would lose confidence in government paper, and rush into Wail street to buy gold, at whatever price 4 might be selling at; and, goid being in strong bands, the bolders could name thetrown price. This is fow currency pauics originate durtog the suspension of Specie payments, and pothing could work greater disaster t© our government. It is @berefore evident that Mr. Fessondeo must avoid m-kig a forced toan, which he can easily do by relying on temporary deposits and the issse Of Treasury votes, while tue people are allowed to respord gradually tothe new joan be may put on the market through the banks The experience of the ten-forty Joan juscifies the calcdiation that a million per day way be de Fived from the sale of bonds (bearing six per cent in- { tue tnurket closing dul! Serest, payabie in gold) to the peoyle, that being about the | extent of their capacity to absorb them. This, together with @ daily issue of three-quarters of @ mililon in Treasu Fy notes, added to another three quarters of a million, which is about the amouut of the dally revenue at this particular time, exclusive of customs duties, which, being payable in gold, und p.edged for the payment of interost on the public debt, we ieave out of the question, will onable the Treasury, with the help of the oter measures Provided for its relief, to meet the current ex- @peuditure, or so much of it at least us must be paid promptiy. Gther and many claims we know there are on the government, amounting pro- Dably to half the aggregate of the national debt, according fo Mr. Chase's las} report, the pzyment of which will be AndeGnitely postponed, It is.such claime as these, chiefly for the destruction of property and the many accidents and irregularities inseparable from war on go grand a acale as ours, that weil the expenditure of all govern ments for a jong period after their return to pouce. Mr. Fessenden has thus the means of providing the sinews of war tillthe next meeting of Congress, when such measures can be devieed as the sitiration may c+il for, The most important subj thea to consider will bo taxation, This, ia order to furnish a found Goancial basis for the country to work epen, @bould be equal to half the amonnt of the national expen- dituro, aud compequontiy, in order to keep pace with the disbursements, it wil! require to be enormous. But there 46 no otber remedy, if our currency is to escape the fate Of the French assiguats and the old Continental money. | 1° The stringency in the money marke’, continnes nr bated, owing to the drain of currency to'the West 10 | move the crops, and the excessive specuiation prevailing en the Produce Ktchange, which bas had the efieet of rais Ing the price of Ube necessaries of life to au extent which, es compared the prices current toree years ago, (s equal to #S0ut ‘wo buodred per cent; while eves aqvithin the test nivety daye wheat has advanced a dollar per bushel, flour mo. thun four dollars per barrel, and pork Giteen dollars per barrel. Leuders are, however. gow declining to discount the paper of these produ Gpecatators, believing that a wholesome break down im ricer must ehortly ensue. We may trace thie diversion ‘of the capital formerly employed om the stock market to tee Produce Exchange to tho absurd end diastrous strategy of Mr. Chase, whiev produced the great panic of March last, the only parties who profited by It being bis own friends, The banks after that were unwilling to lend freely on stock collaterals, failing to recoguize that tt was the proper chanel for employing their surplus funds, and so capital sought a new Held of operations, and men who had hefore only builed raiiway shares, the price of which was of no eoasequence whatevor to the poopie at large, began to “pull” the expense of every man’s pocket in the country ‘when this immoderate epeculation subsides, and cay Wogins to return to the great centres, we shail have @ healthier state of the money market ‘ws bope, from the unnecessary aggravation to which they ere now subjected. ‘The continued stringeocy in the money market aud (he pressure of canb salea affected stocks again to-day, end Caus04 @ decline of one to eight per cent.
