Ail laws which may bo passed by Congress, and all apecial logisiation baving for its object the reduction of the pre- mium on coin, will prove anavailing while such an infla- tioa of the currency exists, No one is better schooled in this fact than the Secretary of the Treasury, who has bad over three years’ experience, and in one of bis recent, letters he admits that the circulation must be lessened Defore we can hope for a remedy or cause the relaxation of an evil which 1 working the destruction of our finan- cial systom in the same manner that it overturned that of the rebel confederacy. When paper money in England was plenty speculation ran wild, and all kinds of stockjobbing schemes were ad- vanced to deceive the people and to enrich the projec: tors, precisely as is now the case in this country; and, while the carrency was being reduced, nearly every bravoh of business suffered more or less from the atringenoy which followed, and those who had neglected to familiarize themselves with the effect that such an Operation was likely to produce, and were unprepared for tho change, dropped from the business circles as the movement progressed, and were lost sight of.
