The Novara was most magnificently illaminated, as were the British and ‘French squadrons at Sacrifcios. The sky was Keptiin a continual blaze by the showers of rock - ets fired from those ships, contrasting strangely with the beggarly demoustratton on shore. sive. If it be true that silence gives consent, then has his empire the full consent of this city at least. On reaching a dlock of fine buildings near to the plaza few handsfal of rose leaves were showered down from the balconies upon the ccupants of the imperial carriage. Then from the housetops came pourisg down immense quantities of mottoes, rhymes and decimos, printed on colored paper, and expressive of welcome to the Emperor and Empress, This was about the sum total of public manifestation up to the time that the procession reached the palace, where extensive preparations had been com. Pleted to receive the party. The whole left wing of the Duilding was fittea up with style and elegance. The floor was richly carpoted, and the lofty walls hung with paint- ings and engravings of the choicest kind, expressly im- ported from Europe. Six strokes 0° (he costoms bells soon spread the news abroad, ‘and immediately crowds of people from all parte of the city Began to flock towards the Moletta or public pier, and to the square enclosed by the customs beti@ings. bout an 2our afterwards the dim outlines of the Austrien steam frigate Novara could be seen in the distance, and to the ‘Pigbt and left the other vessels of the imperial squadron. At baif past elevea o'clock the Novara fired a salute, which was distinctly heard in the city. The French and Eaclish ships-of-war at anchor at Sacrificios instantly responded, and for balf an hour or so there was no limit te the barmiess burning of “villanous saltpetre,”” Con- Wary to my expectations, I found ‘that there was no-ex: eitement whatever among the people, The crowds that ‘srilected about the stone pier walked stoically about, gered ind levtly at the curiing smoke from the cannoas, pated their segars at went about their business. The only noise and excitement that J observed were among the workmen employed on the decora- tous of the city. At the last moment, when the shipe-of-war were thundering-out weiceme to the Emperor and the Empress, these valuabie artists found that all their work bad to be sWered or done over again. Then lavorere were to be seen vigorously digging holes [or posts that sbould have been planted weeks ago, artisans began to measure out the direction and extent of the avenue through which the imperial cortege was to pass. the great arch of triumph, raised at some expense, at the gate of the city, facing the quay, was now found te be Incking ip solidity, and required propping and fas'ouing, there were not lamps enough for the public ‘Dutidings, 80 that only the gateway and twe sides of the Bquxre could be accommodated with these variegated iliu ‘minators, and so on to the end of the chapter. The only srticle in the way of decoration—of which there was a ge erabundant supply—was flags—Mexican flags, with We national eagie “scratched out,” perhaps with the idea that it may as nearly as possible resemble the French tricoior, which is red, whiteand blue, while the Mexican is almost precisely the same, with the sole sub. tution of green for blue, There was such a large sup- Piy of these flags that they were freely donated to beat. men und everybody else who chose to have them. The display of so many new flags was really beaatiful. There was ecarcely boat in the harbor Yhat did not fly two at seasi—one at tbe bow and the other at the stern. The bay ‘War in (act, covered with craft of every size and shape, which. at a short distance from the shore, from the areat similarity of the flags, looked like a fleet of French ftxhing Doats. The ships im port, which have to anchor at a considerable distance from the pier, in consoauence 1 the great danger of northers, were for the most part seyly decked out in all the glory éf their varicolored bunting. The British and Freach war vessels wore also sxquisitely Gecorated, and the sight from the shore was pleasing in every way. Atal half-past twelve o’elock the Novara came into port and dropped anchor at some distance to the west of the castle of St. Juan de Ulioa, whose ramparts and towers were covered with flags frigate: ber lines are correct and symmetrical, and it is @> wonder that she was generally admired. She carried the Austrian flyg at the peak and the Mexican at the maiv, Assoon as she bad fairly anchored the bastion of Santiago “pened with a salute of one bundred and one g8s, which shook the ground in the immediate neigh. borho d of ihe fort, After this there was a pause in the public demonstrations. [¢ was now neatly four o'clock @ the a’ternoon, anggthe natural query was, what next? Everyb.dy wate’ o know (what nobody could tell) when tbe importa! party would oome on shore. Ie the mean din. the oArpentors and others were as busy as bees tryiog W complete the triumphal arch a& the great gate of the city. They succeeded so-wel in this dows they ba ely been at work half an hour when ‘the whole siructure gave way and came dowa with « te rifle crash, like the sound ef artiery. Confusion now Decame worse covfounded, and after the lose of much fume and labor it wae found tmpossibie to reconstruct he arch, There was, therefore, nothing left but to clear aw y (he debris apd oontrive some simpler decorations, Forwunately for theee bungting artisans, the Emperor se: t word to the authorities that be did mot imtend to land ‘eat evening, but would remada on board bis flagship next morning. The announcement considerably pointed tbe people, who were aoxioushy expecting The Novara mw a fine During the festivities several paper balloons were in- fated and sont up with suecess, to the great delight of the crowd, and more especially of the small boys, who bere, as well as in larger cities, hang upon the skirts of public rejoictogs, The city fathers very generously pro- ‘vided hese young urchins with an abundant supply of Chinese crackers and small ftreworks, with which they kept up's tremendousclatter until ten o’clock P. M., when, as is the custom in Vera Cruz, ali kinds of businces and vamusements ceased, and the unwearied sereno or night watchman went upon his ‘lonely round.” Thus the rejoteings of the @rst day of the Emperor's arrival begar and ended without excitement ef any kind or apy demonstration worthy of mention on the part of the people. On any Ordinary feast day in New York there is generally an interesting chapter of aeci- dente'with which the reader mey regale himself. But here even this cheap commodity is refused to the people; and I astonished to say that, notwithstanding the burning of #0 much gunpowder and the magical trans- formation of the repuplic into an empire, only one man had a thumb biown off, and another a pair of arms, while ‘firmg-salates in bonor of the day. Why, de up things “muob better at Jones’ Wood. LANDING OF THE EMPEROR, On Bunday morning, at four o'clock, the whole city ‘was aroused from pleasant slumbers by the drum’s dis- cordant pound, ‘‘parading round and round and round.” The fearful din ef the charch bells also soon beyan—for you must know that lusty fellows are kept constantly em- ployed to begin a deafening ding-dong on the slightest Provocation. This was enough to awaken @ city five times as large as Vera Cruz; o that by five o'clock the main strests were all crowded, and the windows and balconies im the neighborhood of the palace were tbronged with beautiful and elegantly v@ressed ladies. The carpenters and artificers, who had ‘Deen at work all Saturday night, had at length suc- ceeded in getting things into tolerable order, and the pablie equares.began to assume something like a festive appearance. Some French hotel keepers in the immedi- ate vicinity bad also during the night expended consid- erable pains im adorning their establishments ; so that the Sun arose on more beauty and elegance than he saw when ne went to bed on the previous evening. A little after five o'clock the imperial carriage came along, and excited much attention and remark. It iss plain open vehicle, of the old English pattern, with seats for four persons, besides two on the dickey. It is constructed of strong terials, and evidently with a view to the rough travelling in the interior of Mexico. The Empe ror’s arms are painted on the panels, and altogether it is acompact and useful conveyance, though thousand superior ones may be seen in New York on any day. That it attracted so much attention im Vera Cruz, however, need not be wondered at, as there is not a sivgle carriage in the whole place, and rich an@ poor have to use their Jegs wherever they wish to go, or else take advantage of the new city ratiroad cars which some enterprising Yankee has succeeded im introducing here, The military, consisting of some fifty or sixty militia, ar- Tived im half ap bour afterwards, and was formed into line from the pier to the main atreot leading to the palace. A procession of citizens, as on the previous evening, again aseembled in the piaza and marched to the place of disembarkation. The scene was growing epirited and n- teresting, and continued increasing every moment; yet there were no signs of enthusiasm or popular warmtn. All the proceedings were dull, formal, cold and insipid. At six o’clock the booming of cannon from the No. vara announced that the Emperor and Empress were Jeaving the frigate, and a rash was at once made for prominent places, where a good view could be had of the sovereign and bis consort. The castie of San Juan de Ulioa, the redoubt Santiago and the other bat- teries along the shore soon joined in the chorus of artillery. Nor were the ships-of-war at Sacrificion Jong in coming to with their share of gunpowder; so that there was warlike music enough to greet the Hmperor on hie first treading the soll of Mexion. The imperial launch wes tagged inte the muer harbor by a small «teambomt, sueb as ran om the North and East rivers, while a number of rowboats, full of saiiors and marines, formed the van and rear guard. AM the boats were decked out with beantirul dage.and as they approached the pier a band there stationed strack op some popular airs, The pior tteelf was densely crowded, eo that the mil. tary bad to clears way for the passage ef the imperial party, And here the eternal bungling of Mexioan officials to the herror and surprise of the people and the utter be- wilderment of the committee of arrangements, the im- perial carriage did not even halt at the palace gates. The triamphal arch in front of the edifice, cov- ered with emblems and patriotic inseriptions and crowned with flowers, only attracted a glance from their Majesties, and the procession moved on without deviation to the outer gntes leading to the railway station. Their Majesties did not remain in the city more than twenty minutes from the moment of their disembarkation to the our that they entered the railway carriage provided for their conveyance to the capital. The cltizons of Vera Cruz were by no means altogether satisfied with the hasty movements of the now sove- reign. They fondly imagined that ho would have stayed a @ay amovg them, and the priests concluded that he ‘would at least come to mass and ‘be bored with # sermon. Ample arrangements had been made for their Majestics’ eonvenience in the church of San Domingo—the only one which is at present in good working order, though there ‘are a dozen others tumbling to ruins in various parts of the eity—and an elaborate dais, covered with red velvet, e occasion. But, as the poet says— was prepared for ‘The best laid plans of mice and mea Aft gang aglee, And eo it was on this day; for neither priest rior bishop, alderman nof civilian, could detain these royal person- ages m Vera Cruz—the terrible shadows of Yellow Jack and the Diack vomit haunting them until they reached Ta Soledad and got rid of the terras calientes, and not until then did thotr Majesties taste a mouthful of break- fast. Io the meantime there are hundreds of unacclima- tised foreigners of both sexes and of every station of life Fesiding in this pestiferous city; but up to this moment Iam bappy to say that the great reaper bas been up- commonly merciful to them,as there are comparatively very few cases of death by the vomito to report, though the weather is as bot as it could possibly be on the sands of Egypt. Of course I cannot at present give you any information of the further progress of the Emperor to the seat of em pire tn the city of Mexico, His pablie coronation, it ts said, will take place in the ancient cathedral there within afew days of his arrival. By the time that that great event comes off I will be there to see, so that you may have the particulars without the least delay. The new order of things now being established tm this country is replete with interest to the world, and to none mere than It behooves us, therefore, to watch its developments closely and carefully, so that the grand chapter which it {s to occupy im the history of the fatare may want nove of the links of the great chain the American people. which is to render it perfect and complete. With the departure of the Emperor for the interior you Toust not suppose that the public feasts have concluded. On the contrary, they are being celebrated with much greater forvor than that with which they were begun. The filuminations of Sunday and Monday nights were ex. collent. Nearly all the private residences were brilliant with variegated Iamps, and a number of balloons were sent up. The festivities will be brought toa close this evening in Vera Cruz; but they will continue for another Then when the lights are ali extinguished, the cannone hushed and the smoke aad dust cleared away, the heavy responsibility of the imperial reign will commence. Then will the world beable to jodge of the Emperor Max!miiian by his deeds and not by his words.
