Aspecial meeting of the Health Commissioners wat held yesterday at 12 o’olock in the Board of Aldermen's room, at which » fall board of the Commissioners of Charities avd Correction, Commissioners of Emigration, und the Commissioners of Quarantine, who had been in- vited by the Mayor to attend, were present. The Mayor stated that owing to the increasing mortahty of this city, especially of smallpox cases, and the inadequate accommo- dations for such patients, the doctors andCommissioners of Health were at a loss what to do with them, and at the matter now stood, there was fear of an epidemic, unless early and vigorous measures were taken to prevent the epresd of disease. He would like an expression of opin- fon from all the xentlomen present, in order to arrive at some conclusion as to tho best method to be employed in arresting the disease and improving the sanitary condi- tion of the city. Sprxow Draper, President of the Commisstoners of Chari- ties and Correction, thought there would be no difficulty in providing for apy number of smallpox patients on Blackwell's Island, who bed rights under the city charter, or as @ matter of sanitary protection or philavthropic regard The hospital could accom. modate one hundred, aod patients had been received there from the Commissioners of Emmigration and Quarantine, aod nove had been refused except ove or two who were pot entitied to be received under apy law. Dr. Sayre, resident physician, sald that until reeontly Mr. Kellogg, superintendent of outdoor poor, under tue direction of the Commissioners of Charities and Corree- Von, had removed ali cases of smalipox from the city but ‘that he had refused to remove some oases of recent immigration, and eoutended that, by the new law sof 1868 they were required to receive: the cuses from the Com missioners of Finigration; but pot to seud for and carry them to the hospital, The emigrant, however poor, had no right to claim to be recoived into the hospital under the pauper law, and to prevent the spread of an epidemic it was necessary that eome place should be provided for these pationts, ‘The Commissioners of Emigratio the privilege of delivering their patients to the hospital ‘on Flick weil's Ieland to be treated, and it now appears that the whole cause of difficulty is, who shall remove them there. There are several cases of smallpox ip the city very offensive, and it t quite necessary they should be removed. Thee should be a omvenient place pro- the Commissioners of Emgration to erect « and take care of their patients, PXPLANCK, President of the Commisetoners of Emt- tion, sald bey wore not obliged by law to erect hos- pitas for emailpox patients, and quoted authority to bupport bis assertion, but that they had built of their own accord @ sralljox bospltal on Ward's Island for the Tecaption of their patients, Mr by Corporation Covngel, gave the law on the subject at some th, showing it was the duty of the Commissioners of Charities and Jorrection to receive all cases of \nfectioun disease gent so. Mr, Daren said they were willing to receire all oneoe, ut they were not bound to send for them all over the city. if they are sent to wa we will uke oare of thet, with the bope that if the number go beyond what we are eo to accommodate, you wil make provision and pw, Afver & great dea! of warm discuseion about the Com. missioners of Charities ppd Correciion pouting their sales of two cargoes Mayor concluded they were no nearer arriving at # sola fon of thor ditfienlty than before, and hoped the mater would be borne in mind and some expedient devised to tev off Use threatened enidemic.
