Before Recorder Hoffman NAMES OF AND CHARGE TO THE GRAND JURY, BTO. ‘Mar 2.—The May term of the Court of General Session s @ommenced at eleven o'clock this morning, Recorder ‘Hoffman on the benob, Diatrict Attorney A, Onkey Hall appeared as prosecuting officer, in conjunction with his assistant, Mr. Robert ©. Crark, pe ©, Madden, roholas H. Decker, Samuel Keene, Nibert Ibert he Fasieman, Charles Smithion, i Franois F. Fernald, v Harrison D. Hunt, James b. Todd, Recorcer Hoffman in his oharge stated that the Clork of |) the Court would band to them a printed form containing fortructions as to theft duties and organization, Ho then eharged them on the topics prosoribed by the statute, and continued by stating that to some extent, and how he @ould not say, & misconception had afison ae to the powera and duties of grand jarios. The views ot hie as soclate on the bench and himself wero the same on the subject, whick be thought could be clearly uaderstood by reading’ ‘some extracts from asmall book published 4 681, contrining, 1B auaint phraseology, a clear and cor- Feck account of the powers aad duties of grand juries at that remote period, since which time they haa been materially altered, apd that there bad been but little, if any, legislative inter. ference with grand juries from that day wo the present time. In counection with this subject he wisbed to state that, although grand juries bad the right to take cognizance of ail offences in’ the first place, experience bad shown that the ends of justice could bo better served by pursuing criminals throuxh the medium of the police magistrates or the District Attorney. When a complaint should be laid before them he thought they would do well to inquire whether it had been previously laid before @ magistrute or the District Attorn: aero There ‘was an impression that the ity Judge, who a the eee cary last month, denied thas rand) se thie power, the City Judge «did deny that they had thie power, but areas with him (the Recorder) im every particular. In conclusion, rh was only necessary for bim to say that the very nature and character of their oaths showed that tbeir duties and powers were she ame as thoae of grand juries some hundreds of yeare ago, and that it would he @ sad day if these rights were impaired or taken aye for with them rested the power to protect the lives, lib. erties and rights of the citizens, They then retired to their labors, The roli of petit jurors was called, and the excuses of Laney desiring t be excused from serving were dis- posed ‘The ap was then called, after which the Court adiourned watil Wednesday morning, at eleven o'clock. Superior Court—frial Term, Before Judge Monell, May 2—Stephen Kogers vs. the Panama Railroad Company.—This was ap action brought to recover for extra services rendered by the plaintiff, as @ surgeon, in 1856. An accident happened on the above mentioned railroad by which several passengers were killed and’ ‘njured. The general superintendont of the road re- quested the plaintif to attend to the wants of the wounded, and it was for services rendered the company on that occasion that the present action was instituted ‘The defence set up was that the plainti? was in the employ of the company at the time and had a stated ea!- ary; that bis gervices on the occasion referred to were but inaccordance with a contract mad Ly the Panama Railroad Company when he entered their New Dodge for the Bounty Money. On the 24 of April $200 bounty was paid by Mr. Blunt to Nicholas Anderson, he having passed the United States surgeon’s examination, and being mustered into the service. Nicholas left for Hart's Island, where he was again examined by another surgeon, and dis barged for disability, he having broken his leg in March Previous. Here, then, was the loss of asoldier, the loss of the State and government bounty, snd nearly of the county bounty also, though he wouMt still count on our quota, while of no use t0 anybody. But Nicholas was not satisfied with this good luck. Having thus recei¢ed his regular discharge from the One Hundred and Twenty-second regiment, the sharper thought hecould make » good thing of it by using that discharge, and re-enliet like apy other returned veteran, without going throngh another surgical examination, and receive his three bundred dollars bounty over again. This ef- fected, he would enter tor some other regiment, and again get discharged for disability. Wenn although this was very sharp practice, it was not quite sharp enough for Blunt. Notwithstanding the papers were all perfectly correct, leading to no suspicion, the Supervisor basa knack of age 4 : it many impertinent questions to volun- teers. Dit was not forgotten in the case of Nicho- ier ayn Cbairmnaa pumped him, and the more he pumped the more the muddy, dirty water was brought up. In tact he bad found afoul spring. The follow became con- fused with the-dictionary of words and questions put to him; and being at last completely corner id betowned up to all the facts as above stated, and Mr. Blunt, of course, saved to the county the $300 the rogue was after, and had 80 ingeniously as well as impudentiy contrived bis plans to secure. It is fortunate, as Sam Patch would say, that aoe wereld can look as far into a millstoue as some outne follow was handed over to the Provost Marshal for further action. Men are still wanted by the committee, for whom $300 will be paid; but not men with broken Jegs. Police Intelitgence.
