Fort Earznanza, Texas, Apri) &, 1864. ‘We had rather an exciting time here day before yes terday with the colored troops garrisoning the fort, who consider themselves on a footing and equality with ‘the white soldiers. A few days since, in an altercation be- tween a negro and one of the latter, the former told bim that they (the negro troops) were as good as the whit¢ ones. ‘What is that you say?’ asked the soldier, “# nigger as good as a white man, hey? I'll show you whe ther he is or not.”” And, suiting the action to the words; be would have eeized his musket and shot the negro on the spot had not those around prevented him from doing 0, On tlie Slst of March one of this same colored regh mout—First battalion, Fourteenth Rhode Island heavy ar- tillery—was in one of their ofllcers’ tents for the purpose of Teceiving orders; but, as they did not altogetiter sutt him, he demurred and began to grumble. The officer ordered him out of the tent; but, the jnegro still remaining, the former advanced towards him and pushed him, with the intention of facilitating his progress to the door. Inan instant the negro seized a revolver which lay upon the table; but the next moment he lay upon the ground, with @ bullet in his brain; for before ho could raise bis band to shoot or strike the officer the latter drew apothes pistol from his side and shot him in the bead. The negro was not dead at last accounts, though his recovery 1s considered impossible. And now the whole battalion swore vengeance, and but for prompt action would have broken out into open mu tiny. They went about im squads, with savage looks, many refusing to do further daty, while others were furious, swaggering, swearing and threatening. Graydon, Oscar Purdy. JUDGE RUSSEL'S CHARGE TO THE GRAND JURY. Judge Russel then delivered the following important charge to the Grand Jury, in which he clearly defned the limit and extent of their powers:— GENTLEMEN OF THE GRAND JuRY—Tho judges holding the criminal courts in each county in the State, when a grand jury is-empannelled and sworn, are required by law to call tl attention to certain special enactments, such as the statute against usury, the statute against on ton, the statute against lotteries, the statute the purity of elections, the tute to sapprent tates anco and to regulate the sale of intoxicating lquors, and the Ticket Passenger act. The violation of either of these acts is declared to be a misdemeanor, and, as such, ie punishable by fine or imprisonment, or both, in the dis- cretion of the Court.
