Mr. Wirsox said that it had been represented that there were 60,000 deserters from our army, He thought this @ mistake. gud (hat there were not more than 40,000. Many of these bad escaped from the army through hospi- and by other means. It was meo represented that ,000 deverters had been returned to the army Im the tin few month throu ugh tne Provost Marshal system, and under this syetem, in connection with the Roreiment act, there were now ‘ew deserters from the army. He thought there were eight or ten thousand deserters in canada and the British Provinces. They had gone there when desertion wae not copsidered so great a crime as it is pow, and when diecipline was slack and it was com- paratively ard to obtain troops. He cited the fact that over thirty-five thousand troops were absent without leave at Harrison's Landivg. He had learved that many of these desertere in Canada were avxious to return and serve their time out. As the war hed Iasted longer tham they expected, they find that living im Canada was muct herder than Deering their country in the field, He thought if the l’resident would neme such places ag Detroit, Buffalo, Ogdenaburg, and some points in the State of Maine, where these deserters might come under the terme of this bill, quite a body of men would return to Muty. Mr, Crark, , (rer. Sof N. FL, donbted the propriety and power of pazsing this Dill’ We haa better leave the whole management of there deeerters to the President.
