Althorgh notaing is positively known tn regard to tho intentions with which Admiral Dahigren was recalled from Charleston, there is good reason to boliove that he ig shortly to resume bis former position as chief of the Ordnance Bureau of the Navy Department, and that Ad- miral Farragut is to be ordered to tho command of the South Atlantio squadron io his place, THE NAVY DEPARTMENT DESPAYCHES IN REFERENCH 10 CHARLESTON AFFAIRS. Tho correspondence and documents in the case of Ad- miral Dupont, called for by the House, are nearly ready, and will be transmitted in a few days, Thoy are very yYoluminous, pnd it is saitgahat their tevor-igfar fram jus-- tifying ‘the Violent and @enunciatory harangue of Winter Davis in regard to the treatment of the Admiral by the Department. SECRETARY CHASE AND THE PRESIDENT. A despatch from Washington, published in a Western paper: and copied into a New York paper of Saturday, purporting to give the tenor of a recent correspondence between Secretary Chase and the President, is so erroneous aod unfair in its representations of the ter1as and nature Of the communications that it is proper the facts in regard to it should be stated. In consequence of the stir made by the secret ‘Circular of Senator Pomeroy the Seoretary addressed a letter to the President, inquiring whether there was anything in his action or poaition that would Prejudice the public interests under bis charge, and added that he did not wish to administer the affairs of the Treasury Dopartment one day without the President's entire confideuce, The Presideut replied in a spirit equally frank and friendly, stating in substance that be did not perceive any occasion for any change in thelr Official re!ations, This is the substance of the correspon- dence alluded to, and it wil! be perceived that it was of a very different character from what it was represented to bo in tho despatch alluded to, THE NATIONAL BANKS. The whole number of national banks authorized to date is three hundred and two, with an aggregate capital of $40,093,200. Duriug the Inse week there were fifieen new banks authorized, with an aggregato capital of $6,145,000. Although, in accordance with the preference expressed by the Secretary of the Treasury, tho atlye of the bavks authorized under the Nationa! Bunking act has thus far boon first, second, &c., national bauk, still, should the State corporations desiring to organize under that act wish to retain their corporate names, there being no provision in the law to the con- trary, they would probably be permitted to do 80. Many of the national banks already authorized are transfers from State corporations already existing. Io the Eastern States, where there already exists a suf- ficiency of banking capital for the requirements of buai- ‘ness purposes, it is neither desired nor desirable that the capital employed in the business should be increased, but in the Western States, where, from the winding up of the State banks, and from other causes, tere is a de- ficiency of banking accommodation, the incroase of the number of banks under the National Banking act will be & public covvenience, Hartford, Conn, has now ® larger amount of banking capital than the great State of Ohio, and the State of Massachusetts more than all the States and Territories west of the Alleghanies, There seems to be a growing disposition among the State corporations to avail themselves of the privileges and facilities afforded by the new law, and, as the tax on the circulation of the State banks will probably be increased at the present session of Congress, it is bee lieved shat in a comparatively brief time the bulk of the capital employed in the business, particularly of banks of Circulation, will be registered and operated under tho provisions of the National Bank act, and they will become national instead of State institutions. NAVY YARDS FOR THE CONSIRUCTION ‘TORS. The labors of that committes are now more thao Ordinarily onerous. They not only have meetings during the day, but often ta the evening. GENERAL HOWE PROMOTED TO BE CHISF OF ARTIL+ Lary. Brigadier General Albion P. Howe, lately commanding ‘a division of the sixtnco rps, has been transforred to the pest of Chief of Artillery, vice Brigadier General Barry, ordered to General Grant's department. Gencral Howe bas been in the field uninterruptedly from the bogioving of the war, and is regarded as most efficiont avd accom- plished officer, NEW LINES OF OCEAN STEAMERS TION. The subject of ocean steam tines ta attracting attention, The memortal of the Brazil Company is already before Vongress, with many friends to support it, Some of the leadiog mo:chants of New York and New Eogland havo recently orgauized os a Mediterranean Company, with the dosign of eatablishing a line of steamers to Southern Europe. A Boston lino of steamers to England is con templated, and apother to the Gulf of Mexico is organizing in New York, while im the fatter city the. long mooted project of a Pacific line from California fo China, is again recolying attention tn induential quar- ters. There interests are, it is believod, all represented fm this city. It ts acsertod that by the aid of reasonable compensation from government for mail carriage the ocean may be traversed with swift armed commercial steamers, the presence of which would render h»zardous the career of rebel cruisers, THE EAGER APPLICANTS FOR THE DiEKSUIPS. There boing two vacancies now among the appoint- ments of brigadiers, the War Department is besieged by applications emanating from civil Iife,as well as (rom colonels whose meritorious services e@utitle them to}the rank, ‘There beitg so many prominent names before the President, vo little excitement prevails here among the shoulder straps, none kuowing who will be the winvers. REOAPTURE OF AN ESCAPED REBEL PRISONER. One of the rebel officers who cscaped from the train while en route from Johnson's Island to Baltimore, some time since, has been recaptured at = la Ferry, and sent to the Old Capitol. SENTENCE OF 4 BIOH WAYMAN. Private Irwin, Company D, Twelfth Illinois cavalry, has been dishonorably dismissed the service and sen- tenced to two years in the Penitentiary, for representing himself ag one ef Mosby’s guerillas, and committing highway robbery within our lines. These practices were of frequent ocourrence last winter, especially in the vicinity of Fairfax Court House. PROMOTION. Captain Cutting, of General Augur’s staf, has been Promoted te the rank of major. CAPTURE OF FEMALE SMUGGLERS. Three females were brought ia from Centreville on Wednosday and consigned to the Old Capitol, charged with smuggling contraband goods into the rebel lines. OFFICIAL REPORT OF THE BATTLE OF BAYOU CO- TEAC, La. Major General Ord’s re; im regard to the battle of Bayou Coteau, Louisiana,‘ Deon received here, and it completely vindicates Major General Washburne from the charge of bad management of that affair made by a newspaper correspondent. He says General Washburne was at his prescribed post, with his commend, om the morning of the attack, and it was owing to his zea! and diligence that the rear guard when attacked were re- enforced promptly and the enemy driven away discom - fitted. MITIGATION OF THE SENTENCES OF DESERTEAS. The Prosident bas directed that the sontences of all de- serters who have been condemoed by court martial to oath, and that have not beon otherwise acted upon by him, be mitigated to imprisonment during the war at tbe Dry Tortugas, Florida, where they will be seat under suitable guards, by orders from army commanders. It ap- ropriates thirty tbousand dollars for that purpose. The Militia Committee reported by bill this morning on the question referred to them by resolutions, namely: the amendmerts of tho National Guard law. Tho bill Teported by the committee amende the following sections of the National Guard law passed in 1862:—Sections 20 to 24, 28, 27, 30, 81, 34 to 37, 43, 44,45, 47, 57, 82, 83, O1, 95, 152, 165, 166, 168, 169, 13%, 216, asa’ and 310. bined effect of these amendment is to gut the Nationai law. Excitement in Albany—The Corporators’ Thoro was quite a pyrotechnic display of resolutions, Political and bombastic in their natures, in the Assembly this morning Mr, Filken, repu'si: rom Albany, pre sented a proamble and resolutions charging tbat the re: bettion ts wicked; that the rebel leaders, tbe robe! Con. gress and the rebel army are composed of slave owning traitera, who prefer to destroy the Lest governmiout on oarth than to ondanger the market value of mon and women; therefore no compromise should be made with the traitors which can, by any possibility, perpetuate tho life and endavger the gross cause of tho rebveilinn—the accursed institution of slivery—aa institution that allows ‘8 man to make coerchandise of hisown gon und daughters, and enabies a traitor to dispose of, at tho same auction sale, children of his vice aud cattic in bisatables. ‘The third rea- olution goes for putting down the rebellion by force of arma. ‘Tho resolutions further resolve that the most simple aud ofiectual way to deprive tho rebel planters of power is to confiscate all their eatatos, eave a smali allotment, to be used ag a homestead to prevent their poverty from forcing them inio crime to secure tho necessaries of life. The rapubli- cays in caucus appointed a committee, called the Consul tation Committee, with the understanding that no momn- ber of the party in the Assembly chould offer resolutions of 8 political nature, unless they first submitted the re- solutions to that committee. The resolutions this morn- ing came without the approval of that committee, aud there ia likely to be a family row over them.
