The Enrolment bill was not comploted in Committee of ‘the Whole to-day, in consequence of the time occupied in disposing of the Louisiana election case, The section consolidating the two classes was adopted, and the Bene. dicts of thirty-five to forty-five must prepare to shoulder baa over the commutation required to exempt ' ‘Tho House has made various amevdments to the Senate ‘DIN, principaily those proposed by the Committee on Mittary aMairs. Of course the amendments will have to ‘be gent to tho Senate for their action, including the one retaining the presesent commutation, viz: $300, the Renate having proposed to make it $400. Both Houses, however, are agreed on exempting from the draft only ‘the Vioe President, members of the Cabinet, the United States Judges, and those who may be declared by the Proper officers phyaically or mentaliy incapable of bear- dog arms. HB LOUISIANA BLECTION AND GOVERNOR ©HEPLEY. In the course of the debato upon the Louisiana election ease in the House this afternoon, Mr. Guvson, of New ‘York, roflcoted severely upon the course pursued by General Shepley, the military governor, in reference to the election in that State, denouncing his interference as Q:warrantable and an outrageous usurpation, which fsuould be rebuked by the House. THE BMANCIPATION QUESTION. To-morrow the emancipation question will be taken up fn the Senate. Mr. Johnson will deliver a lengthy argu- ment upon the subject, and it ts belived that the measure ‘will engage the attention of the Senate during the re zasinder of the week. THE GRADS OF LIEUTENANT GENERAL. ‘The Military Committeo of the Senate to-day reported ‘back the House Dill reviving the rank of ileutenant gene. val of the army, omitting the amendment adopted in the ‘loupe recommending General Grant to the President as the-moag suitable candidate for the position, and in this fahape i fil undoubtedly pass. Without the recom ‘Pondation, there is no doubt that the President will tender the position to General Grant for his acceptance. AUSPENGION OF PAY OF ARMY OFFICERS FOR NEG- Fe F DUTY. ‘The Paymaster |, by order of the Seorelary of ‘War, announces the entire suspension of pay of the commanding offloers of between thirty and forty rez!- ments and batteries, for neglecting to forward proper rolls and returns to the Adjutant General's office, and alo tie pay of nearly two hundred fleld and company otlicers, fr neglecting to forward the military history and re turus of their organizations to the Ordnance Ofc required by a special order issued some time guspension of pay to continue until the requisite returns, &c.,bave been forwardea. The negligence and laxity hitherto prevalent in these matters have become a source of 80 great inconvenience and detriment to the service ‘that the Department has determined to adopt stringent smoasures for this correction. THE DELAWARE BAY AND RARITAN RAILROAD. The Raritan and Delaware Bay Railroad Company have applied to Congress to be declared a militery road. THE NOMINATION OF MR. LINCOLN. Several gentlemen from Kentucky aro here to consult as to the beet means of carrying out Simeon Draper's ition for the nomination of Mr. Lincoln on tho 22d finst. by public acclamation. It does not seem to bo qonerully understood how this programme is tobe car- riod out, and doubte are entertained whether the masses ‘are oxpeoted to vote directly for Mr. Lincoln for Presi- dent, or whother poils are to be opened for the election of dologates toa nominating convention.
