Boston, Jan. 12, 1864. ‘The Traveller states that letters have been received im ‘thw city from a Northern clergyman, who established Aaimself in Charleston, with his family, but a short time ‘Dofore the rebeliion. Ho gives touching details of the @nguish and suffering of the inhabitants of the place, many of whom hope and pray for redemption, even at the hands of the Yankees. In his opinion the time is rapidly approaching when it will be found necessary to give up the city to save the people from absolute starva- tion, Of course all that can, leave the place; but many have not the means, neither have they any place of refuge. Axbany, Jan. 12, 1864, The Police Commissioners contest bids fair to become one of the most spicy aod interesting coatroversies of the Session. It is now said that we are to have two more Dilis introduced ou that subject in @ few days, Another Dill was noticed in the House for that purpose this morn- ing. Neither of the bills noticed and not introduced will have the names of Acton and Bergen in it. It said that one of the new oills will be Presented in the Interest of the auti-Weed repub- licans, and that the other has been prepared fo the inter- est of Mayor Gunther, ith all of these conflicting in- Verests in the Legislature, and the friends of the Governor in both houses adhering to his Excelieucy’s appoint- mente, it will be readily seen that it will be next to im- possible for any bill to pass unless a genoral compromise is made. The only compromise that can be made that will facilitate the passage of a Dill is that of names, Everything depends upon the names inthe bill. Tho other provisions will be of secondary moment—all will turn on the names of the Commissioners in the bill. One class of repnbiicaus declare that they will uot support a Dill with tho names of the old Commissioners in it. A portion of the democrats are down on the Senate bill introduced by Senator Laimbeer, on the ground that as it now stands it is in the interest of the ring. Aside from this, the contest having taken such a pecti- Mar sape,-facts and figures relative to the course taken by some of the officials of New York during the riots are to be laid before the Senate at an early day. This in- cludes the ontire action of the Police Commissioners, and will furuish a detail of the radical plot vo prolong the riots until martial law was declared. [tis said that the evidence not only shows that the Police Commissioners were engaged in that plot, but that they really did their utmost to carry it out It is always necessary to take rumors of this kind as to what will be done with a little caution, All such statements are put forth for as much as they will bear, and are usually somewhat exag- gerated, The precise effect of the above facta when laid before the Senate will no doubt be less than now stated; at there are some very bard nuts for the old Com: ioners to crack there can be no doubt. It is, how- ‘mpossible to tell whether it will have the effect ‘that tho opponents of tho bill anticipate. ‘The Speaker announced the committees of the House this morning. The list that I telegraphed through lest night was correct, with the exception of Ingraham, of | New York. He is on Insurance instead of Banks. There ig considerable growling among the New York city members, The delegation, as a general thing, have not as good positions on committees as usual. The fact that but a few of them are on committees to which the different schemes from your city aro to be referred argues Mt for the Legislature, from the fact that it will be less to | be in tho interest of either of the cliques or factions, but for the good of the city. Mr. Alvord is characteristic in making appointments and selections for committees dif- ferently from otber people. He usually hears all that there ts to be said, nod then goes to work and makos up his list according to his judgment of their fitness. ‘That ho should fail to secure a halt dozen men out of the one hundred and twenty-cight members on the committees that they are vest suited for is not to be wondered at, especially when it is considered that at least one-half of the members were perfect strangers until the commencement of the session. Tho boldness of Alvord in overriding parliamentary usaves in selecting the committees is certainly worthy of com- mendation. In former times, when the contests for the Positions in the House rested entirely upon merit—when ‘iants in intellect combatted each other for the prizes in tho Legislature—thon thore wero reason, right and justice in recagnizing the parliamentary rule usually applicable and followeé by most Speakers in making up the com- mittees. But in these days of degeneracy, when alljthe rules in the organization of tho House are made a stepping stone for position on the commit toes, regardless of fitness for the position, that Presiding officer who refuses to recognize the Parliamentary claims does that which every honest man will approve. It 1s to be hoped that the example set by Mr. Alvord will be imitated by bis successors until wo return to the good old times of legislation. Probably the most objectionable feature in his selection of the commit- tees is the fact that ona committee of five he has only placed one democrat, when it is usually customary to ap- point two of the minority. Sr. hovws, Jan. 12, 1864. ‘The Republican's Memphis correspondence says that two important propositions have recently beea mado by the rebel authorities to the federal government. ‘The frst is from & quartormaater of the rebel army at Hernando, acting by authority of Richmond officials. He has offered to sell to General Auribut, or to the United States government, al! the cotton cow remaining within acertain district yot outside of the Usion lines. This offer embraces 15,000 bales, is all rebel government cot- ton, and greenbacks will be taken for it. Tt is anid that General Hurlbut favors its purchase,and has recom- mended that the proposition be carried into effoct. The second proposition ia etated to be from Kirby Smith, who recently sent an authorized messenger to Washington to propose to the Union authorities to fur- nish every requisite authority to get out all cotton ia that portion of the Red River and Wachita distriet within rebel control, the money for the same to be paid to that claas of officers excepted from the amnesty offered by President Lincoln, they to retire from the rebel army and go to Mexico. The Republican says, editoriatly, of the correctness of this information:—‘*We have no doubt of tt, for it comes from sources likely to have the best meaus of informa- tion, Also, that this would tnvolve the complete dis- bandment of the rebel forces in Arkansas, Mississippt, Louisiana and Texas, and the immediate return of those States to the Union." Coroner’s Inquest. Farat. Resuce oy Inmanina Laverna Gas.—Samuol P. Sears, a merchant doing business at No, 23 Park row, died yesterday at the dental establishment of Joseph Barnett, No. 373 Canal street, from the effects of ‘“laugh- ing gas,’’ which had been administered for the purpose of extracting a tooth. Deceased, it appeared, had been ill for a Jong time with bronchitis ana hemorrhage of the lungs, and occasionaliy suffered with toothache. Yost day, being aftlicted with the latter complaint, he r paired to the establishment of Josoph Burnett, No, 37: urpose of having the tooth ex- tracted, and, at his own request, inhaled a quantity of nitrous oxide gas, commonly knowp as ‘laughing ‘The operation of vulling the tooth was performed success(ully, and deccased had recovered from the effects of the cas, when he suddenly complained of being iu. A physician was immediately sent for; but he con- tinued to sink gradually, and died in about two hours afterwards. The body was taken to the residence of doceased’s father, No. 274 Weat Twenty-second street, where Coroner Wildey heid an inquest. Dr. George B. Bouton made a -mortem examination of the ‘body, when it was found that deceased was a confirmed con sumptive, both lungs being completely gone. The physi- cian gave it as his opinion that death was caused by congestion of the lungs, accelerated by the inbalation of the gas in question. The Doctor further stated that if the deceased had becn in ordinary health the accident would probably not have occurred; but the vondition of his lungs was ‘such that the administration of the gas was highly imprudent, ‘The jury rendered a verdict of ‘Death from congestion of the lungs, induced by the administration of nitrous oxide gas for the purpose of extracting teeth. We would exonerate the party administering from all criminal in- tent, but think there should be an examination made by competent persons in all cases where it is contemplated to administer said gas.” Deceased was twenty-six years of ago, and was a native of Massachusetts. The speculative operstions in some of the Western Railroad stocks was unabated, but the programme was slightly changed. Cleveland and Toledo ond Chicago and Rock Island were abandoned, and the whole bull force was brougbt forth to in‘iuence Michigan Central and Galena and Chicago, The former stock were forced up nine per cent yoster- day, and the olosing gale of tho first board to-day showed a@ further rise of ten per cent, mak ing au advance of nineteen on two days’ sales. The operations commenced on Ga- lena to-day, and the salea at the first board exhibited a rise of ton per cent over yester- day's prices.
