THE BRITISH OPERATIONS IN JAPAN. ‘ADVANCE IN COTTON—BREADSTUFFS STEADY, Ren Reo ke Faraer Port, Nov. 12, 1863. ‘The steamship Bohemian /from,Liverpoo! at noon on the ‘20th, via Londonderry 30th ult., passea this point at ight o'clock this evening, The French blockade of the Mexican ports has been officially promulgated in the London Gazette. ‘The steamship Sidon arrived out on the 26th ult. ‘The steamship City of London reached Liverpool on the aight of the 28th ult, The Privateer Georgina and the Rebel Rams France and England. West Indian mail advices say the rebel privateer Goorgia passed Falmouth, Jamaica, on the 13th of Sep- tember under full steam, and on the same evening sho ‘waa belioved to have captured a steamer. Thore bad been some little commotion in naval circles fo England owing to arumor that an attempt would be ‘tmade to take out to sea by force the steam rams in tho Mersey. Orders were received at Plymouth to send a ‘vessel around to Liverpool, and it was stated that, after some indecision and countormanding of orders, the tron- Plated frigate Prince Consort hadt started for Liverpool. In tho meantime another gunboat had reached the Moreey, on the 28th, and was anchored opposite Laird’s Yard, ready to start at a moment's notice. Tho London Morning Star announces that the French Government has informed tho United States Minister to France, Mr, Dayton, that the authorization for the construc tion of cortain vessels of war, pow proved to be building in France for tho Confederates, and for certain cannon and Munitions of war for their armament, had been with- drawa, and the parties engaged in the business had been warned of the dangor of prosecuting the work. ‘The London Times publishes a letter from Mr. Spence, Of Liverpool, which is jubilant at the exciting situation Of affairs for the South, and asks what more practical Proof is needed of the absurdity of the scheme of con- quest than that cotton was quoted at ninety-two cents in ‘New York eighteen months after the occupation of New Orleans. ‘The London Times’ editorial on Mr. Laird’s recent speech says if no more can bo said for the suspected rams ‘than Laird hag now sald for the Alabama, it feels sure the public will approve the action of the government in dotainiog thom.
