AL AND COMMERCIAL, Sunpay, Oct. 25, 2863, The moncy market was active last week, and the standard rate for call loans advanced from six to seven per cent. ‘This was due not so much to any increase of speculation or inquiry for money as io the real and apparent accumulation of mo- in the United States Sub-Treasury. Last ng the balance in that institution to the cre- verbment was $35,065,560—of which sum 10,900,000 was gold, and the balance, say 00,560, was legal tender notes. Of the amoant of legal tender notes held by the Sub- ‘Treasurer at this point at least three-fourths have been placed to the credit of disbursing officers, and are only awaiting the appearance of their cho to be distributed. Of the gold on hand some $6,000,000 will be paid out on the 1st proximo in the shape of interest on the five-twenty honda, It & not the intention of the Treasury Department, Sven if it were in its power—~ which it is not—to ac- cacmulste money in Sub-Treasury vaults to the detri- Ient of commerce and the mouey market. But tie present large surplus, and the consequent ac- tive inquiry for money which wag witnesged last week, demonstrate cogently the nécersity for a chango in the financial system of the United States government, The thirty-five or thirty-six millions now lying in the Sub-Treasury, partly in gold and partly in legal tender notes,are as absolutely lost to the world and to commerce as if they were hoarded in some old woman's stocking. Such a state-of things is anomalous, obsolete and absurd. years during which the concern did not earn that ten per cent, the attempt will be resisted, and a litigation of years willensuc, during whieh the guaranteed ten per cent plaintiffs will not receive one dollar en their stock. This consideration will probably induce the guaranteed stockholders to be content with what they have got, and to snffer the common stockholders to receive their fair share of the profits of the company. A new move- ment has lately been started in New York Central, on the old ground of the surplus in the hands of the company, which is reported, as be- fore, to amount to four millions. It is ‘obviously unwise for any company to retain so large a surplus as this on hand, It can only lead to extravagance in management and offer a temptation to dishonesty among employes, Probably the Wivest disposition of the money would be to Spénd it in the constraction of double tracks, and to give stockholders a handsome scrip @ividend, as the Hudson River has done. Whether this course will be adopted, or a cash dividend be paid, or the maturing bonds of the company be paid off, we are unable to state, But in any event the stock of the company, with a surplus on hand equal to 16 per Cent, is naturally tempting to épeculators at present prices. The old favorites among the Western shares have been rather ne- glected of late. Rock Island and Galena seem to be manipulated by a minor class of operators, and for the present) they may not participate ina general advance. The Rock Island has been making some sacrifices lately for the extension of its connection to the Mississippi and Missouri, and, though ulti- mately the policy will prove advantageous, the This monoy ought to be lodged where it could be immediate effect on the stock—the amount of of use in constant circulation. Nothing further has been developed touching the decision or the pros- pects of the Broadway Railroad. On its merits, as at present developed, Harlem would be dear at 25. If the schemes of the speculators are realized it may be cheap at par. But no outsider ean safely touch it until the mystery now sur- rounding it has been lifted. Reading and Illinois Central have varied but little of late, Cumberland Coal has fluctuated actively since the late decision of the court, but appears to pause again. Chicago and Alton is neglected; the decision in the injunc- tion case is daily expected. The earnings of the Western roads continue to increase at an extraor- dinary rate, and the prospect is that the January dividends will exceed the most sanguine estimates. CITY TRADE REPORT. Specie payments are things of the past, The United States government is the leading borrower of the day, and its daily expenditures are counted by millions. The finan- cial aMuirs of enormons concern should be conducted on sound commercial principles, and the moncy received by it should not be withdrawn from trade, as if it were shipped to China or Japan, but should remain available for the pur- poses of commerce till the very hour it is wanted for the payment of public debts. It is the policy of the Department and of the assistant treasurers of the United States to attain this result by paying out money as fast as it is received. But experi- ence shows that this end cannot be accomplished with the certainty which should be secured in such aecase. Disbursing officers are frequently tardy in presenting their drafts. Millions already appre- priated lic idle and useless in the sub-treasuries. The sub-treasurers cannot use them. They may be needed by commerce; but they cannot be got at. The consequence is increased activity in mo- fey and diminished subscriptions to five-twenty bonds. The remedy is the establishment of a great ‘bank, with not less than ten millions capital, in which the currency deposited for five-twenty onda could be lodged, and which would fanaa yacht theradoraonl gra in eiatl = ‘enjoy the powcr, now denied to the sub- pbb opened poscabonay to-day. Small sales of adamantine were reported to-day at 20c, a 22c., the latter rate for the star brand, Sperm may be quoted at 46c. for f brands, nd 3hc. a Ste. for city. Coat.—Domestic is im active demand at $9 a $9 25 for white and red ash, and $850 for Locust Mountain. Foreign also meets with a good inquiry, with sales of an invoice of Scotch cannel at $8 cash. ‘The combination mand for gold, which met with difficulty, ‘owing to the gradual diminution of the supply in market, But as, on Ist proximo, the government will disburse some six millions in payment of the November interest on the 5-20 bonds, the supply of specie for duties will become adequate to the dem: within a very few days.
