FINANCIAL AND COMMERCIAL. Sonpar, Sent 26. 1863. There was no particular change im ise money market last week. On call money is worth about 6 per cent to good borrowers with good collateral, Some of the street Speculators are glad to get money at 7, and on the other hand many leading houses are supplied at 5. On governments 5 is probably ‘nearer the rule tan the exception. Mercantile paper seila at 63,4614 per cent for first’ class names, Lcbt cvrtificates are worth about %{ discount. Too bovhs have paid into the Sub-Treasury 15 per cent on xecount of recent negotiation, say $5,250,000, and have or nd three to four millions more legal tenders than they had when the negotiation was concluded. It seems a little singular that any one who was familiar with finance should haveever seriously apprehended a soarcity of legal tender money, when every one knows that there are four hundred millions of it atloat in the country. At this time last year the rural districts, and especially the West, were pay- ing one-sixteenth of one per vent for legal tender notes, which were supplied from here. At present the country is supplying us with the same cur- rency at par, 14s%. Tho advance has long been deemed in- evitable by all who have watched the stendy | which last year, notwithstsnding all drawbacks, Peay growth of our imports, and cempared it with the | earned about $300,000 net, ia represented in thig bey apparent decline in our exports, resulting from the comparatively low price of produce. Mer- chants never did better than they uve doing at present. The inquiry for every article of foreign production, and especially dry goods and groceries, is active and increasing. Both importers and jobbers have made and are making money. Under these cir- cumstances a continuance of heavy importations is inevitable. Onthe other hand, our exports con- tinue large; but the material decline in the price of breadstaffs makes # great difference in the amount crgdited to the cotnity. Tt takes three Targoes this year to pay for as many Dales of dry goods as were fully paid for last sear by two. ‘The result mast of course be an export of specie. Up to a certain point the deficiency in our exports was partially made up by shipments of American securities to Europe. Until within s month or so every European steamer took out considerable parcels of United States securities and railway bonds and stocks, which met with a ready sale in Germany and others parts of Europe. But latter- ly the upward tendency of gold has checked this tvade. Furopean investors are waiting to see whether gold will not rise to 160 a 160; for if it does they will save 15 a 26 per cent on their pur- chases of American stocks. Hence the actual balance of trade against us at the present time is even greater than the apparent one. Again, the payments for duties into the Sub-Trea- sury, which are now almost exclusively made in gold, are becoming very hea- , vy. In August they were about $6,500,000, and now they will average # quarter of a million awday. This steady drain has to be supplied from the loose gold in the street, which is daily grow- ing less, as there is no supply from California worth mentioning, and the benks are not parting with their bullion rese: True, the government is supposed to disburse the gold in payment of in- t almost as fast as it is received; but in y the coin lies for a Jong time in the Sub- asary before it is disbursed, and the accumula- tion bids fair to become unsatisfactorily large. It has been intimated that the Treasury Department will take care of this matter, and will keep down the premium on gold by judicious sales. If this policy be adopted, it is to be hoped that it will be frankly announced, and discreetly carried out. Reorganized in 1°60, with a stock capital of $8,000,000, and no debt whatever, it would doubtless have done well ere this but for the re- bellion, which during the past two years haa many times closed tie Laltimore and Ohio line to r through traffic, and deprived the Marietta and Cincinnati of an ontivt to the sea, It is now as- sumed that the Baltimore and Ohio is permanently minuta Boats leave reopened, and the only remaining requisites for the Marietta and Cincinnati are a bridge over the Ohio to connect directly with the Baftimore line without change of cars, and a few miles of new road for an independent entrance into Cincin- nati. To defray the cost of these improvements &@ mortgage (the only one) of $3,500,000 has boen authorized, and $285,000 of the bonds have been sold in Europe at 90 per cent. It is expected that a sufficient number of additional bonds will be sold catke oan. It is not that there is any increase of buyers of stocks, but that there is a marked decrease of sellers. Holders of railway stocks are so well pleased with the earn- ings of the roads, and the dividends resulting therefrom, that they are not inclined to part with their property, especially with the prospect of leaving their money idle in bank to depreciate with the advance of gold. The prospect is that the new interest bearing Treasury notes may ab- sorb some of the capital which is now used on the stock Exchange. But.if the railroads earn 15 per ent per annum and pay ten, there wil! be no great mush to sell railway stocks for the sake of vnying investments which only yield five. The latest dividends announced or paid—4 per cent on the Hadson snd $ percent on the Rock Ialand making 9 for the year)—have still further increased public confidence in this clasa of in- veatments. The Michigan Central, which has paid 11 per cent since New Year, has slready the money deposited in bank for a 6 per cent divi- dend in Jannary next, The Cleveland and Pitts burg, 60 long a non-dividend paying stock, will probably pay a 4 per cent dividend next month, and the munagers expect to be able to pay: touch semi-annually hereafter.
