And now the overwhelming news of the capture of Vicks- burg and the defeat of Lee has covered the rebels and their friends with grief and despair. During this week the secesh have been so ill natured that one ean hardly get a cheerful word from them. The stupid correspondent of the London Times at New York telegraphed, several days after you had the off- cial news both from Porter and Grant that Vicksburg had fallen, saying ‘ there were grave doubts”’ on the subject, and that business men in New York gone- rally believed the report false—got up for stock jobbing Parposes! Here there is no little feeling of uneasiness. Upon the publication of the reply to the French government the “rentes” went down sixty centimes, all other securities followed suit, and the market was crowded with sellers. At he first glance it would appear that, the demands of ‘the three Powers having been met by Russia with a flat re- fusal, there was no road open to them but that of war. Austria seems inclined to follow in good faith the move- ments of the Western Powers. The people of France are enthusiastically in faver of going to war for Poland; but England, always roady to bluster and bully, and then ‘back out of the consequences when her material interests are threatened by them, is now evidently crawling out, and will avoid, if possible, a war with Russia. This exhibition of English selfishness will not have any tendency to raise her credit in Franco. Already she is receiving shot, both hot and heavy, on al} sides from the French press. The Opinion Wationale, the organ of Prince Napoleon, and one of the ‘best exponents in France of the inborn hatred of every true Frenchman for perfide Albion, in referring to the English tendency’ to back out, says:— Poland cannot, in fact, found any serious hopes upon the action of the Cabinet of St. Jamos. Wo aro fairly bewildered by the magnitude of the events detailed in the last American telegrams. Lee de- feated, his army broken up, his retreat intercepted by the rising waters of the Potomac, Vicksburg fallen, the garrison prisoners—all this sounds more like a dream than sober fact, so little were we prepared for it by the previous intelligence from the geat of war, transmitted, as it was, through the partial and distorted medium of the English press. The importance of the news can hardly be overrated, and you will not be surprised to bear that it has created an immense impression here, and has revived the hopes of all those who feel an interest in the preservation of the Union, but who began to despair of seeing their wisbes gratified. To all appearance the great debacle which Dr. Mackay et hoe ge- nus ownehave 0 long prophesied is at length taking place, but it is the South, and not the North, that will be submerged by it.
