Hay kin— Resolutions Providing fer a Suspension of the Draft, &., &e., &e, ‘The Board of Supervisors of Westchester county met ~Yesterday at White Plains, in response to a call for a ‘Bpecial meeting to consider the Conscription act and to Sake measures to relieve the people from its obnoxious features. ‘The Board was called to order by the Secretary, J. The following Supervisors answered to ‘their names:—-Wood, of Bedford; Carpenter, of Newcastle; Biller, of Yorktown; Odell, of Northoastle; Halsted, of ‘Bye; Hill, of Mamaroneck; Secor, of Scaradale; Suther- Mand, of White Plains; Taylor, of Greenburg; Huntington, sof New Rochelle; Martin, of Eastchester; Hegemn, of Pelham; Bowne, of Westchester; Cauldwell, of Morrigania, ‘and Haskin, of West Farms. When I recognize the fact that [have myself done more to raise volunteers in the lower part of the county for the war—paid more moncy than any man of my means in the county—a statement coming from the Tribune to the effect that, because Gover- nor Seymour and others ure anxious to allay the exrite- ment of the people upon this subject and to see the laws properly enforced and at the proper time, that we therefore commit treason, {san act of injustice towards us that could only emanate from those who want this war to continue, in my opivion for the political as wel! as pecuniary purposes whieh they will achieve from it. I hone Governor Seymour will be true to the constitution of the State, true to the people of the State, and true to the constitation of the United States, and that he will recognize, as I do, the great elements which constitute a State illustrated by the poet: — What constitutes a State? ‘Not high raised tattlement or labor’d mound, ‘Thick wall or moated gate: Proud, with spires and turrets crown) broad arm'd nd spangled court: Where low borh beseneas watts perfume to pride. If Gov. Seymour recognizes, as I do, that such men Constitute the State of New York, he will not Vgieed bravado of those who wield federal bayonots yield one jota of the rights of our citizens. I am anxious to see the laws enforced. I am anxious, as I hope ¢ eitizen 4s, to avoid the disgrace of the enforcement of the draft, especially in the county of Westchcster,'surrounded, as it Js, by so, many revolutionary reminiscences; and | feel as- sured that if the general government will but give us area- sonable time, Westchester will, without ne, of con- scripts together, yield all the men that the ¢d—requires from this county, This war, thank God! is drawing to its close; this war, in my opinion, does not re- wire that there should be sent from the State of New ‘ork a single man to reinforce our armies. But if the gencral government will tusist upon the enforcement of the draft, we must meet it as loyal citizens— meet it not = oni as men who desire to have the rebellion erushed, the Union restored as it was and the constitution maintained petuate a government for the Union which shail in the Cuture, as it bag in the past, give more beuetits in the way of liberal principles—in the way of beneficent legislation—in the way of everything that con- duces to men on earth happy—than apy govern- ment under heaven.
