The latter is probably the true explanation of the above decrease of near- ly a amillion, Henceforth, so long as the war lasts, the supply of gold held here will fluctuate between the banks and the Sub- Treasury, generally to the advantage of the lat- ter. Butso long as the banks are in a state of suspension it matters very little how much dead weight they carry in their vaults In the shape of specie. Those institutions will make the most money during this war which encumber them, selves with the least specie, and those will make the least which hold the most gold, and hold it, for prudence sake, until the price falls back to par. The moncy market is quite comfortable; Call loans on good security 5 # @per cent. Debt cer- tificates are hardly so strong to-day, in conse- quence of the uncertainty which overhangs Gene- - val Grant's operations at Vickaburg. The absence of news from the Southwest left the field clear to-day for the invention of rebel oanards, and the gold and exchange markets have consequently been kept all day in a very feverish condition. Gold opened at 14534, rose to 146% at the first board, sold afterwards at 147% and 14814; in the afternoon it fell back and sold at 147, 14634, 147 and 147%, and closed at five P.M. at about 46%. Bankers’ bills opened at 1598 160, but soon rose to 161 and 162, and in the afternoon bankers @id not care to sell even at these rates. The week opens on # buoyant stock market. Operators seem to have recovered their courage, ‘and are again buying with freedom. At the morn- fag board to-day Southern old rose 334, Pitts- Durg 2%, Michigan Central 2%, Erie 1%. New York Central 1%, Erie preferred 3%, Pacific Mail 124, Reading 1, Hudson %, Bilinois Central 1, Galena 1, Rock Island 1, Missouri 1, Tennessee 134. Governments were inactive and barely steady. The Ohio and Missis- eippi Trust certificates rose 6 per cent, and were 4m good demand at the advance. Central Ameri- ean Transit fell off a fraction from the advance of Yast week. There was no change in Canton or Cumberland. After the board the market was very buoyant, and preserved the tone at the one P. M. call. Erie advanced % per cent, Southern old %, Pittsburg %, Rock Island 124, and so on through- out the list. At the second board the sudden ad- vance led to heavy sales to realize profits, and a pretty general decline from the highest prices of the day ensued. Central fell off 4, Erie 1, Pitts- burg %, Southern old 1%, &c., &c. At the four P. M. call there was a rally again of % a % per eent, and the market closed firm but inactive. The following were the closing quotations of the Mich Contral..1183¢ a 119 Hi ; from lead to the belief that the fable of Killed the goose that laid golden eggs appreciated at the Treasury Department. ‘Thus we hear in one quarter that the government ts issuing no more Treasury notes, and that solied or mutilated notes are withdrawn and cancelled, which policy, if persevered in for a few days, will ‘very peremptorily put an end to conversions of Again, we hear that the agency system te likely to be abolished, which will deprive the government of the sid of about the most wealous and worst paid servants it has. If the Treasury Department supposes that, because people are just now subscribing $2,000,000 a day to 8-20 bonds, therefore they are going to keep on gubsoribing at this rate forever, it is gravely min- Fe Ee 2 . H wersions. It will be a very easy matter to stop them. And if they are once stopped, and money Begins to flow into other channels, it will be at east as difficult to revive as it wes originally to @tart them. The success of the policy of the United States Treasury Department at the present critical period will be placed in grave danger if any new experiments are made, if any scarcity of money eccurs, or if, in any way, the present popular rage for 5-20 bonds is checked. Mr. Chase’s motto ‘should be—'‘Let well alone.” ‘The business of the Sub-Treasury was as follows 96,007,221 04 119,000 00 4,578,006 61 ‘At a meeting of the stockholders of the Cumber- Jand Cos! and Iron Company, held at their office this day, the following ticket was unanimously @lected:—Edward H.
