The Returning R: CHIRTY-SEVENTH AND MENTS NEW YORK STATE VOLUNTEERS. General Sickles, ta whose division, the Thirty-seventh au Thirty eighth regiments Now York State Volunteers are Ab present; has issuod the following special order relative to the return of those soldiers. By this it will be sen that they cannot arrive in this city before Thursday or Friday: THE SPRCLAL ORDERS—NO. 87, Finangrarnns, Taig Aray Cones, May 28, 1808. IM, The Thirty Seventh New York Valuittesl and. the Thirty-eighth New York V 3 will move from their iuv 8, 1868, and proceed to the city rc, tho place of thetr enrolment, where they et of the United States, will furnish the ne- nd accoutrements of destination, will be turned orduance depot. All other public erty will be ned over to Captain Cannon, Acting it Quarte master at theee headquarters, subject to 4 the Chiof Quartermaster of this army corps. The ding officers of the regiments, on their ar- rival at New York, will report to the Major General com- manding the Cepartinent of the East, Kogim st commanders will be beld responsible that ail public property not accounted for in their respective sommnds shall be charged on the muster out rolls against the proper persons, and notification sent to the Paymaster General before the regiments are paid off. Detailod men of those regiments will join without delay, ‘The three years’ men of these regiments will be formed into companies and teansierred by the commander of the First division, with such officers as he may designate, to a New York regiment in the same division. Tho departure of these regiments recalls their distin- Ruished record in the army. Their conduct always elicitea. the cmphatic commendation of the lamented Kearny, under whom they served in the Army @f the Po- tomac and ii the Army of Virginia. In more recent cam: Paiges, Major General Biroey, commanding the division, Bas found fre juent occasions to signalizo tl ir rapid and orderly marchos, their aMor and ‘steadiness in action and theie admirable discipline in camp. These results illustrate the high professional character of their officers, and capecislly of Drigatier General J. H. Hobart Ward (formeriy Colonel of t ogre sncy wear 4 York Volun- teors), of Colonel 8. B Haynau, ets seventh New York Voluntecrs, commanding brigade, and of Colonel R. Po Trovrisnd, commanding Thirty-eighth New York Votnateers. ‘To enumerate the battles ip which these gallant ments have borse conspicuous parts is to Feeapaste nearly all the combats in which the armies in Virginia have been engazed. Among these may be mentioned Williamsburg, Fair Oaks, Glendale, Malvern, Manassas, Chantilly (where Kearny ( ‘redericksburg, 1he Wil- dorness and Chancellorsy ile Wherever valor and fidelity are pessports to povityred hospitality those twin regiments, on whose colors the shamrock aud the stars are blended, will be heartily wel- come. The imperia! city wh'ch sent them to the army well kaows how to embrace and cherish her returnin; heroes; the nation—never served by braver sons—w not he untnindful of the fame of the few who survive, nor of the memory of the many whose fall attests the devo- tion of these citizen soldiers to our sacred cause. "ON OF THK FIFTH REGIMENT NEW YORK VOLUNTEERS (DURYEE’S ZOUAVES). Colonel Winsiow, of the Fifth New York State Volun- teers, has accepted the offer of the government to reor- Ganize this splendid corps preparatory to again taking the field for three years or the war. To this end Colonel Winslow has received authority to recruit uuder the old and well kuown cognomen of the Fifth regiment New York State Volunteers (Duryea’s Zouaves). Nearly all the old officers will again tae command of thelr respect. ive companies. ining their original commissions. This will have the et of at once establishing the same Perfect system of discipline and order by which the old regiment has been governed in the fleld, and which jis al- most impossibie to attain in a new organization. Colonel Winslow is a young and ambitious officer, and has proved himself throughout the different en, \gagements in which he bas commanded to be in every respect qualified for the duties to which he has been assigned. We further believe that the accident was caused by neglecting todraw out the gas damper before opening the oven door.” Bony Recoversp.—The body of Edward Roche, the lad who was drowned at the foot of Market street some days sg0, through the negligence of the pilot of the steamboat Continental, was recovered on Saturday in Gowanus Bay, Brooklyn, The re, were conveyed to the late resi- denco of the deceased, No. 307 Madiaon street, where an inquest will be held to-day. The money market became sensibly easier last week. Yesterday the supply was in excess of the inquiry on the Stock Exchange, and large amounts were loaned late in the day atand below 5 per cent. At six all the leading firms can get all the Money they want on good collatera]. Speculators in ‘light timber’? pay seven per cent, and in some cases, where the principals cannot borrow directly, as much as 4% of one per cent a day. But the regular street rate between broker and banker is 6 per cent. Commercial paper continues scarce, andfor high grade paper the rate is 44054. Debt certificates continue to command 9934, not- withstanding the steady supply om the market. Confidence in the solvency of the government is now so goneral that capitalists who declined, in 1862, to lend government money at 12 per cent, are now eager buyers of 6 percent debt certifi- cates, one year to run, at 99 a 34. Gold fluctuated last week between 143 and 146, closing last evening at about 145. Exchange varied from 165 to 159, closing at about 158%. Rebel sympathizers and many English bankers and mer. chants predict much higher rates for gold and bills; but the daily evidences of confidence in the goy- ernment, which are developed in the constantly in- creasing subscriptions to the 5.20 bonds, oppose a substantial obstacle to the advance of gold. The public at large are converting currency into funded debt about as rapidly as the government can sup- ply the bonds. These conversions spring from a general belief in the ability of the government to redeem its issues, to pay the interest on its entire debt io any event, and war, woder any circumstances, unfavorable, to a satisfactory issue. The moment it ts clearly seen that the United States government is going to triumph in the atragglc with the rebellion, United States bonds, boaring six pet cent interest, will be worth more favorable to prosecute the | or | than their face in specie, and currency eonverti- ble into bonds will appreciate accordingly. other words, gold will fall until one hundred dollars in United States paper will be worth one hundred dollars in gold. The fall will probably be slow and gradual, and will be governed in a great measure by the progress of military successes. But if once the current sets in, the movement will continue steadily on. The following table shows the course of the stock market for the past week and month:— May2. May, May16, May 23, Mav 30 U.S. 6's, regist’d. Mr 108% 184 OTK «10816 Virginias or 6044 ey 62 Ty. 12 we 1B 118) 80; 11 tx 116% org 08 Toa 102 us" 15 190 «= 186 135 134 1stexd. 186% 148% «146 50 The stock market last week was feverish and hesitating for the first four days of the week, but firmer and more buoyant on Friday and Saturday. The rumors of the fall of Vicksburg, which were ¢irculated under the auspices of the War Depart- ment a week since, led to a marked decline in gold, and stocks naturally sympathized to a greater or lesa extent. Practically the fall of Vicksburg could only legitimately influence the atock market in one of two ways. If it involved the collapse of the rebellion it would imply @ cessation of paper issues, a return to specie payments, and conse- quently a collapse in those stocks which have been inflated by paper currency. If, again, without in- yolving the collapse of the rebellion, it secured the reopening of the Mississippi river to peaceful trade, it would menace the. East and West trunk railroads with’a withdrawal of that business which was forced upon them by the clos- ing of the Mississippi. It ia not believed, however, in mercantile circles, that the fall of Vicksburg would involve the collapse of the rebellion; -nor does any merchant expect that, so long as the rebels maintain an organized resistance to our government, it will be safe to send goods down the Mississippi, even if our government were will- ing to grant perniits to trade. Notwithstanding, therefore, the lively anticipationsof operators on the Stock Exchange, it is hardly hoped, among produce and merchandise dealers, that the fall of Vicksburg will réstore to the Mississipp! valley the trade of which the rebellion robbed that inte- resting section of country. The movement in stocks last week was irregular. The old favorites--New York Central, Michigan Central, Mllinois Central. Harlem and Harlem preferred, guaranteed, Galena, Toledo and Rock Island—are ‘so high that they are less tempting than they were to bull speculators. There is more margin for a rise—in the opinion of operators—in stocks which have not risen toa premium. The friends of Erie and Pittsburg consider them more intrinsically valuable than.any of their high priced competitors to public favor; and both at present seem to be earning as much money as stocks which command 10a 20 per cent higher prices. A movementis understood to have been lately organized in Southern old, on what basis no one can yet tell. But as the company has no floating debt, and the sinking fund is full, it is privately whispered that operators may possibly be taken aback by a five per cent dividend in July on both classes of stock. Among State stocks Missouris are the favorites of the day. If a measure of im- mediate or early emancipation be adopted hy the June Convention, Missouri will get the lion’s share of the enormous immigration which is now pour- ing into the country,-and before the fall her honds will command par. There is a pretty general will- ingness to buy them at present prices. Tennes- sees are neglected for obvious reasons, and South- ern bonds generally are hard of sale. Northern State bonds are out of the market, all being held at a substantial premium. ‘Within the past day or two several new stocks have been put upon the market. The stock of the Milwaukee and St. Paul road (the western division of the old La Crosse) is being issued; the final set- tlement of the. long litigation will probably take place within a week. We notice sales of Ohio and Mississippi trust certificates at 34. This is the famous six foot gauge road from Cincinnati to St. Louis, of which General McClellan was superintendent for many years. After @ long period of embarrassment the pro- perty has at last emerged from its difficulties and has been successfully reorganized. The total debt and preferred stock amount to $3,750,000, on which the annual interest. is $262,500. The road earned last year $1,122,530. During the first four months of 1863 the gross earnings were $524,000, an increase of $200,000 over last year. It is hence expected that the gross carnings for the year 1863 will not be less than $1,600,000, which would leave a dividend for the common stock after pay- ing interest and expenses. In January next the Atlantic and Great Western will be completed to Cincinnati, and the Ohio and Mississippi will then form part of the great six foot line to the West, and wilt probably have as much business as it can transact. The aggregate imports of merchandise at this port last week, exclusive of dry goods, were $3,012,082; the exports of specie were only $280,000. An advertisement in another column records the retirement from business of Mr. A. G. Jerome; for thirty years past a prominent broker and jobber, and for a year or more the heaviest operator in the street. He retires with an ample fortune, leaving the business te his son and others, who, with a capital of $200,000, will be known as Je- rome, Kellogg & Co. TS taal CITY COMMERCIAL REPORT.
