Z PINANCIAL AND COMMERCIAL. Svunpay, May 24, 1863. Last week was one of the most active ever knowmon the Stock Exchange, though a very quiet week In mere 1 busin Gold Tuctuated, very between 148 and 150, ng lust evening at about 149. At least three times as much sy as the Stock Exchange can use was ten- ed to the brokers yesterday at 6 and ¢ per cent. Operators in ‘light timber,” whose intrinsic value is open to question, still find some difficulty in getting their securities carried. But on the leading railway shares money was yesterday abundant at 6 per cent, and the prospect was that the rate would fall this week. Commercial paper is wa at 546 for the best names, and 6 a7 for paper. Accordingly, on ‘tuesday, Wednesday and Thursday, a heavy fall took place, amounting on Erie to about 18 per cent, on Pittsburg to 17, and on the other active shares to 10a 15 per cent. On Friday and yester- day there were symptoms of recovery. The weak holders seem to have been pretty thoroughly weeded out, and the older and stronger class of ope- rators to have come inagain atthe low quotations. All the usual influences which govern the stock market are in favor of further inflation. The earn- iugs of the railways, as arule, would justify present quotations even on a specie basis. A property which can be shown to be carning ten per cent an- nually, with a fair prospect of increase in the future, cannot be considered exorbitantly dear at or near par. Money, however stringent it may seem at times, must, on the average, be abundant and cheap so long as government continues to disburse two millions per day among the people. And, finally, the speculative spirit is fairly aroused, and appears to pervade all classes. Just as was the case in France when the Credit Mobilier was first established, every one, no matter what his condition or his means, appears to be speculating in stocks. The regular operators om Change are rompletely overshadowed by the immense crowd pf outsiders, who conceive that they can take a short cut to fortune by purchasing stocks. Thus far these speculators have generally succeeded, and they reck little of the day that’is coming, when fortunes. made in stocks will vanish like smoke in an hour. The quiet manner in which Mr. Allan Campbell was dropped from the Presideacy of the Harlem Railway, at the meeting last week, is an event full of warning to railway managers. Mr. Campbell is known to be one of the very first railway men in the country; but he had so long had his own way with the Harlem—the stock being apparently worthless, and none of the holders caring what was done with the road—that he could not, it ap- pears, bring himself to carry out the views of his constituents in the Broadway Railroad matter, and was accordingly superseded. We judge that other railway presidents will go the same way before long. For five years most of the railway stocks of this country have Leen unproductive, and hold- ers have consequently been indifferent about them, and have suffered presidents and directors to do pretty much as they pleased. The roads are now all earning money, end stockholders are awaking to the prospect of income, and begin- ning to inquire into the management of the pro- perties. In many instances their very proper in- quiries and expectations are met in anything but a proper spirit by the presidents and directors, who have so long been lords paramount that many of them seem to have forgotten they are the ser- vants, not the masters, of their stockholders. The result will obviously be pretty sweeping changes of direction; good railway men will soon command satisfactory employment. One concern which is likely to undergo renovation in this respect ia the Cleveland and Pittsburg. Rightly or wrongly, the impression prevails that the directora of this property have been sacrificing the Interests of the stockholders to their private speculations. It {is well known that, by lisparaging the value of the stock all the way from 20 to 100, they frightened many bona fide * o'ders into sejling; and, though it has not been bvolutely ptoved that they or their confederates ought the gtock thus sold under @ misapprehen- won of the facts, it cannot be denied but the con- <iuc! of the board on the occasion of the consoli- «Vion with the Fort Wayne, and more recently in tie matter of the receivership, justifies the gravest +uspicions, Though the directors refuse to give their receipts to the press—from what motive one can only conjecture—it has transpired that they yield the company over ten per cent annually on the stock, besides a substantial sinking fund. Why, ,under these circumstances, the receiver | has not been obliged to surrender the pro: | perty, and a dividend has not been declared, mystery which defies oxplanation, and not surprised to hear that the now party, is a we ar comprising @ namber of wealigy men, who now control considerably over half the stock, propose to put in a new direction within a short timé. We trust that the Erie Railway will not prove another example of the same phenomena. Under the old manasement the property was administered, or rather “ be-devilled,’’ in the interest of one or two lecding directors who speculated in the stock, ‘The present President, Mr. Nathaniel Marsh, has never been implicated in these transactions, and is Jeneratly eateemed an upright 8 well as on able hilway manager, For his own sake, and for that y° the company, it is to be hoped that he will not nd himself to any irregular mancuvres in |pgard to dividends. Roilway stockholders have ‘ynerally dispensed with income on thetr Dropert y (or five sears, The roads are now do ng Well, atid they are entitled to the benefit of the improve- ment. Itis not expected that any sacrifices will be made to declare large dividends, But whore a road is without floating debt, and has paid upa@ able amount to a sinking fund for the ex- tinction of its funded debt, it is unquestionably | better to divide the remaining surplus among stockholders, from time te time, rather than keep large sums on hand to tempt the honesty of ad- ministrators and engender extravagance among employes, If the Erie earns 16 per cent net this year, a8 now seems beyond doubf, stockholders will not be satisfied unless they get five per cout in July, and as mucli more next January.
