FINANCIAL AND COMMERCIAL. } Suxpay, May 17, 1863, The fenture of last week's financial movement was ® furiher increase of speculation especially developed on the Stock Exchange. Never, in the history of that body, has the volume of its busi- ness bern as large as it is at present; never, in the history of the American people, did there appear to be so much money to invest or so munch to hazard in speculation; and, while the speculative excitement is nuch greater than it was in October or February last, it does not appear in any degree to rest, as it did then, upon an actual or expected Gepreciation of the national currency. While stocks have been going up, gold has gone down, The rage to buy stocks, which seems to possess all ~@lasses and conditions of people, grows not out BW. Gros avian of any dread of a collapse in the currency, bat out of a wide spread conviction, based on fact, that the increase of internal trafic and the general prosperity cre- ated by paper money are going to render pro- active properties which have been unproductive, ‘and to largely increase the profits of concerns which have beén productive before. Asa general rale, the brokers and bankers of Wall street do ‘not comprehend and cannot realize the crisis in Ee stand. Haying ccustomed to “Fiuch lower prices eed rb ee | ‘times ia their life seen speculative upward move- meents, predicated upon temporary and trivial causes, followed by equaily lively reactions, they ‘cannot understand the steady advance in values which commenced e7ghteen months ago, and which never been followed by a panic or even br reaction worth mentioning. Having been eccustomed to deal in Exie and Hudson at 20 & 30, they cannot understand the present eetive inquiry for them at 100 a 130; though peally both-were dear at 20 when they could not earn interest on their bonds, but are cheap at"l00 @ 130, as they earn 15 a 25 per cent per annum on their stock. In point of fact, there is nothing @anatural, and nothing which should have been ‘apexpected, in the present speculation, or the Present rise in values. ane aad Ponseancnceg as _daaues ‘of joney. BE ‘the paper money system,” vie Alison Pha Enrope I, 22), “which enabled the ga sai ae on for * long a pepiod Ba ioctl) § “and 4 to Thar ain {6F Fears armaments ult s had been raised by the Romans in the zenith of their powcr. To this system must be ascribed ‘the conti rogressive rise of Tents Th ~<fall in “Expenditure, ‘owih of sanguine ‘ideas and extravagant Rabits in all classes of society, unbounded specula tion, prodigious profits, increased wages, general prosperity, a vaciliation of -prices unequalled in any age of the Forld; a creation of property in some and a destruction of it in others,” ke., ke. In another place he remarks that, under the in- @uence of this paper money system, “‘ the price of all articles of Ufe more than doubled; rents ad- wanced; all persons lived by buying and sell- fing fonnd their commodities constantly rising in value; credit, both public and private, immensely improved; industry was vivifled, and diffeulties were overcome by the rapid diminution in the ‘weight of money debts, Kc,’ This paper money, of which the historian thus writes, it will be remarked, mever collapsed, like the French assiguats the continental but simply, like our le point of deprecia- tion as compare and rem: d there. It is very essential that this example should be borne in mind if a rghit understanding of the present condition of our fin affairs is to be formed. The advance in prices, the increase of speculation, the development of lic, the aug- mentation of protits and the growth of extrava- gance which we see vround ns, are not unvatural, but, on the contrary, are the natural results of well ascertained caw oud those persons who keep shaking their heads wiscly, denounving the Present speculation as crazy, and looking out for @ collapse any fine morning, simply fail to com prehend the age in which they live, There can be no collapse so long as the war lasts aud the ex- penditures of government continue as large as they are, and the paper money issues ag copious, ‘There will be pousos and there will he stight reac- tions; but the w m course of prices must be up- ward, and the uniform tendency of speoulation mnst be toward incrense, until the great canses above mentioned cease to operate. So far trom having reachod its climax, the indications are that we arc only on the threshold of the speculation. At the present time the aggregate amount of pa- Per MONEY afloat rs only about $575,000,000 (6100,- 000,000 government cmrency and $75,000,000 Dauk eurrency)—say twicegas much money (of all Kirds) as wo had befere the war, ww govern: wont hae $1°0,006,000 more legal tenler money to fssuc, which {ts necessities will compel it to put forth before New Year; aud Mr. Chase's act pro- vides for $50,000,000 more bank currency, most of which, it sow seums likely, will be eet afloat this year. We can thus soe our way clearly te egaregale paper currency of $1,325,000,000, and, if | the wor Insts longer than this yout, at least another 8500,000.000 will have tobe added to this every months. ‘There is O6 presant roagon to believe, however, that thia paper money wiil collapse as the ansig- pate aod continental money did. These currencies @ore issned io conntries where there was no com @eres to absorb them, and op Geld for their employment, It was no one’s interest but the government’s to sustain them. Here, on the contrary, as in England during the Napoleonic wars, trade, industry and enterprise are all in- tensely active, and the new paper money, instead of being eschewed and avoided, ie eagerly sought for by all cheses of people, aud turned fo good account. It is building railways, digging canals, opening new land, establishing factories of all kinds, building ships, steamers, railcars, and in- creasing the internal trade of the country to euch anextent that the aggregate railway traffic this year will probably show an increase of fifty per cent over last year. In veturn for the benefit thus conferred upon them by paper money, the people who are growing rich on the profits it enables them to make reciprocate by protecting the paper from depreciation. It is the source of their fortunes, and they cannot afford to let it go to ruin, Between it and gold there will always be an interval, which will increase or diminish as the Torbames of the war fluctuate; but, so long as the boundless resources of the country and opportu nities of employing money in huicrative pursuite afford employment for mouey, legal tender notes will always possess @ reasunable “ purchasing power,’ even thongh the issuce be swelled to #1,500,000,000. The temporary activity in money, caused by the increase of speculation in stocks and the accumu- lation of a large surplus in the Sub-Treasury, ap- pears to be nearly over. Yesterday money was not fairly worth over 5 per cent to good borrowers, This week the Sub-Treasury will be depleted, and by Saturday the rate will have probably fallen to 4a. Gold is very dnil—the price about 160, with no speculative inquiry. Bills arein rather better de+ mand; but the rate hangs about 16448165. The supply of bills is much reduced. The following table shows the course of the stock market for the vert week and month:—' 125. May2, Mayo: U. 3. 6's, regina tooie < 4D It, 108% Virginiag ..... 16, ‘= 1 125 12933 136 Bg 1893; 188189 ied Wo" | 150%3 150 The entire list has advanced during the week. Of the railroad stocks enumerated above there are but two that can he bought below par—Erie and Southern old. It is hardly believed by any one that old Southern can earn a dividend. Erie, how- ever, is earning at least 16 per cent per annum for the common stock, and ought to pay ten per cent this year. The development of the six foot gauge in the Western railway system is going to ex- ercise a powerful influence on the receipts of this road. The Great Western js already through to Akron, and is sending a good deal of traffic over ‘the Erie. By the lst of January it will be pleted to Cincinnati, where it will connect With the Ohio and Mississippi to St. Louis, and the Southern Illinois to Chicago via Cairo.
