Various propositions, formal and informal, have been laid before the Secretary of the Treasury since he came here, and from all that has trans- pired we are led to believe, first, that no foreign loan will be attempted under any circumstances, and, secondly, that a new ten years loan of $50,000,- 000 will probably be offered to the public here in the course of a day or two. The argument against at the present time—viz: that the govern- ment is already borrowing each day as much money as it is spending—is very specious and plau- sible. But, on the other hand, the temptation to take advantage of the present condition of the market and the present temper of the people must be very strong to a business mind. There is no question but « fifty million six per cent loan could now be negotiated at or above par, without materially interfering, after a time, with the sale of five-twenties. Who knows how long the favor- able circumstances which insure this result wil last? In January, or February last, it would have been impossible to negotiate a loan. The public temper—now so buoyant—may again give way to dopression, and negotiations become impossible. Is it wise, when the fever of lending money to government is on, to be contest with borrowing two millions @ day? Moreover, at the close of another week, the limit fixed by law to the tem- porary deposits will be reached. After that time Mr. Chase will have no other resource but conver- sions, which hardly average $5,000,000 a week, and Treasury notes. Would it not argue good business tact to prepare for the emergency be- times, and secure a reserve of fifty millions, espe- cially as the people seem so anxious to lend money to government? Money continues a drug at 4a 5 per cent. Debt certificates are steady. Gold fluctuated to-day between 150% and 152%, closing at five P. M. at about 15134. The death of the Anti-Gold Loan bill in the Legislature appears to be conceded. Exchange was feverish; at the close the rate was about 165. The stock market was buoyant to-day, and prices of all descriptions were higher. At the morning board United States sixes rose 1 per cent, Pacific Mail %, New York Central 134, Erie %, Erie preferred 4%, Hudson 4%, Michigan Central %, Southern old \, guaranteed 34, Pittsburg 14, Ga- lena %, Rock Island 1, Toledo 144, Terre Haute 3, Fort Wayne 1%, Northwestern There was no change in Harlem. The contest appears to have reached a stage which induces a good many of the original speculators to realize profits, and the new buyers are freely met. Bonds were dull to-day, but firm. At the one P. M. meeting the market was strong and the prices of the morning were maintained. In the afternoon stocks were greatly excited. Brie rose %, Cumberland %%, New York Central 1, Hudson 2, Southern old 4%, guaranteed ¥, At the close of the call some weakness was shown in Hudson, which lost the previous advance; in Harlem, in Toledo and Pittshurg—cansed mainly by sales to realize profits. This unexpected decision will create great dissatisfaction here, and will not increase the popularity of the manage- ment among holders of the property. ‘The Sab-Treasurer received to-day about $2,000,- 000 for conversion and deposit.
