The Legislature has at last grappled with the ygold question in a manner which will be effectual and will give speculators their quietus. The bill | meporieds Ae and which appears certain to pass, reads | as follows: fee. 1. Any and all bapks, insurance companies, trost ‘ornpunies, savings institutions and other moueyed curpo- | Fatious sal! be and are hereby prohibited from making or | continuing any loan or loans in money or otherwise upon | gold coin or boliion, or any paper sof these | or either of them, or upon any fore ign bili or bills of ex. | change whats ever, under the penalty of a forieiture of | ‘their charter or articles of assoolation, #s the case may be; | and any such Joan or loans so made or continued to be | be absolutely void, and no section for the reco- | ha lie im or be entortalaed by any court of | justios of th Seo 2. ‘This ct ball tke effect immedintery. ‘This stops ali loans, of whatever amount, abso- @utely and immediately, on gold and exchange, and will force into the market, the moment it | passes, all the gold and bills which are held here on | speculation and hypothecated at bank. It is very difficult, of course, to say how mach gold wonld be forced out by this bill. Last Monday the banks showed a specie average for the preceding week of $36,110,083, of which about $20, 000,000 | «may belong to themeelves, The balance con- sists of special deposits, on the bulk of which it is safe to conclude that some | -advances have been made. Quite a -num- ber of savings banks and insurance companies | | Mave likewise been lenders on gold. All this bul- lion will, when the above bill becomes a law, cease to be available as security for loans, and will consequently be thrown into the market to find its level. A well informed correspondent at — Albany, writing on this gold subject, says that the | temper of the House js fully aroused, and that the ~only cause for delay is the desire of everybody to | make the measure as stringent and sweeping as Possible. Gold was rather better to-day, on the vague sfumors of disaster in the Southwest. It opened at 156, declined to 154%, rallied to 156, sold at 155%4, 155% and 156 in the afternoon, and closed 11555, bid. Exchange sold at 170, 170% wnd 171. At the close bankers declined to draw at 171. ! Money was very easy indeed to-day; everybody was trying to lend motiey at 6 per cent. Mr. Chase is evidently pursuing the wise policy of making money easy and putting up the price of his securities before trying the market with a new loan. His debt certificates are in demand at 973,— an advance of \% to-day. The new certificates “will soon tonch par if no folly be committed at Washington. ‘The stock market was again better to-day, ay sthore was a decided increase of speculation, Un. derlying the temporary theories and currents of the street rests the great principle that issues of paper money and vast government expenditures, combined with an equally vast development of internal traffic, must lean to a general advence in values; and this principle, thongh resisted by | speculators and checked in its operation by pe- riods of distrost and uneasiness, must in the end assert ite set hom In the morning to-day Frie rose %, Pittsburg }%, Rock Island 1‘, 5 Toledo %,. Fort Wayne %, guaranteed 24, Sou- thern do. 134; while on the other laod ‘Pact | declined 1% and Quicksilver 6% per cent. Bonds were firm, and so were governments. The coupon 6's of 1881 rose %{ per cent. In the afternoon the market was quite strong, and prices were all}, a Yper cent higher.
