THE SOUTHERN PEOPLE VERSUS THE SOUTHERN CHIEFS. It is beliewod that the majority of the people of the ‘Buutn are heartily sick and tired of the war, and that while their fuglemen insist: that nothing will be accepted ‘Short of a recognition of the independence of the Southern confedoracy, the masses would gladly return to the old ‘Union oad old constitution, even with the peculiar insti- “tation Uapaired as it necessarily must be by the mapenstd ange of the war. ADMIRAL PORTER'S NARRATIVE OF THE .CONSTRUC- TIO® AND CAREER OF HIS ‘‘DUMMY MONITOR.’ A pri ate letter has been received2here by a naval off. ~@iat Cross Acting Rear Admiral Porter, which has created mauch & ausement in Cabinet circles, It s@ins that Porter was a» cb sarprized to learn,on the 25th of February, (that the ram Queen of the West was at Warrenton, seven *miles below Vicksburg, with the rebel flag flying and wteam up. The account Porter had received from Eliot fled him co believe that the Queen was in such a condition ‘Mhat aho could not be repaired for some time, “I kuew,”” ‘ways Admiral Porter in bis lotter, “‘thut Brown.could take ware of the Webo by himself; but I have no idea that ho -will bo a matoh for the Queen and Webb both amusing ‘Mim at the same time. The Indianola is a weak vessel, vend the oaly good thing about her is her buttery.” He jreceeds to say that’ ‘during the time of the running of the Wlockade by the Queen and Indianola five rebel guns were Murat and dismounted in their forts. Therefore it ‘was an object to make them fire *as much ‘as possible. I got a mortar in easy range, and opened ‘en that part of the town where there was nothing but army supplies, and soon provoked fire of four of ‘Bholr heavy batteries. The shell at first foll ever the fmortar and around it, bursting cloge toour men; but the igange began to grow shorter and shorter, until they let us Wave it all our own way. Finding that they could not be {Provoked without an object, I thought of getting up an $mitation Monitor. An old oval barge, picked up in the wor, was the foundation to build on. It was constructed twelve hours, of old boards, with pork barrels piled on of each other for smoke stack, and two old for quarter boats. Her furnaces were built tot mud, and only intended to make binck smoke, not steam. On the night of the 24th we , @t nine o'clock, heavy guns, about fifteen miles We know that the rebels had nothing but light uns thore, which could not be heard at any distance. So ‘we thought it was the Indianola engaging the battorica at Warthage, fifteen miles below Vicksburg. ‘Not knowing hat Brown was in peril, we let loose our Monitor. It was wed to within a couple of miles of the first battery and 8, hwhen it was discovered by tho dim light ff the moon that Vicksburg was in a stew, Wever did her batteries open with such a vim. "The earth fairly trembled, and the shot flew ‘hickly around the devoted Monitor, which returned no hot with her long wooden gun. The Mouitor rau safely ast ail the batteries, though under a heavy fire for an thour, and drifted down safely to the lower mouth of the canal, whore she was tucked into au eddy. ‘he rebels ‘were completely deceived by her. As soon as they @aw her by daylight they opencd on her again with all the guns they could bring to bear, but ‘without # sbot hitting her to do any barm; for the shot ‘went through one side and came out the other, without ausing the vessel vo sink, as she was full of water alroady. Our soldiers shouted and Iaughed like mad; but ‘the laugh was somowhat against them when, at daylight, ‘we discovered the ram Queen of the West lying at War- (Weaton; and the question at once arose what had happened tothe Indianola. Had the two rams sunk her or captured her in the engagement we bad heard the vight before. ‘me or two of the soldiers got the Monitor out in the @tream, and let her go down on the ram Queen. All the, doris commenced firing and signalizing , and‘as the Monitor ‘@pproached her the ram turned tailand ran down the @iver a3 fast ag she could go, the Monitor after her, making eli the speed that was given her by a five knot ourrent, ‘Mae forts at Warrenton fired bravely and rapidly, and it ‘was reported that they bit our Monitor ina very vulner- edie epot.” OAPTUMS OF THE SCHOONER BELLE, OF Nassav.] Deapetches (rom Admiral Dupont mention the capture <@f the achooner Belle, of Nassau, by the United States ‘@teamor Potomska, on the blockading service in Sapelo ound, Georgia. She purported to Be bound to Port Moyal; but there was found among the papers in the bag- qnge of Richard H. Eccles, the master, a written agree: ment between him and the owner, H. Updebsok, who was leo cn board, to run the blockade. The cargo consisted @F cofice and salt. @ONEBAL BUTLER NOT 1O BE PROVOST MARSHAL OZNERAL. {is authoritatively stated atthe White House to.day ‘Ghat Genoral Butler has not been appointed Provost Mar. ‘hal General, cnd will not be. Taurspay, March 12—6 P. M. Money continues very easy indeed. Some of the brokers are supplied at 5 per cent, and none of them pay over 6. First class mercantile paper sells at5a6. Debt certificates, interest payable in gold, sell withina fraction of par; certificates dated subsequently to the 3d of March are worth 96% a %. Gold was not active this morning, though the price was well systained, parfly by the demand from importers, who are generally paying duties coin. In the afternoon it jumped up to 16134 and cloged ut 161 bid. Exchange sold thi mornings at 175 a 176, bot rose with gold, and was quoted at thie olose’177 2 178. The stock market was more active to-day, and ‘prices were generally better. At the first board 4 of the regular Stock Exchange a large business ap- péars to have been done at prices higher than those of last evening. At the one P.M. session’ of the “public board the market, without being buoyant, was quite firm. Comparing the quotations then made with those of last evening, we note an improvement of 3% in Pacific Mail, % in Erie, % in Harlem preferred, 1 in Michigan Central, % in Minois, % in Southern old, % in Toledo, ¥% in Galena, and 4% in Rock Island. The contest on Erie between the bulls and bears is very exciting. A sharp demonstration was made by the latter to counteract the effect of the re- port; but if English speculators regard that docu- ment as favorably as their friends do here, the Dears will have as agreeable a time in covering their contracts as the shorts in Pacific Mail are having. Quicksilver sold early this morning at 60, but was afterwards offered at 51. The precise tenor of the decision of the Supreme Court is hardly understood in the street; but it seems to be conceded by parties behind the curtain that this decision is only the prelude to six or seven years more fitigation; and that, in fact, Quicksilver Mining stock at present merely representa ‘‘an in- definite right to a remote contingency.’ Govern- ments were stronger to-day, considerable parcels being taken for investment and for export. Bonds are dull. At the afternoon board up stairs prices were generally steady, Erie and Pitteburg being exceptions to the market. At the four P. M. see- sion of the public board the market was without bouyancy, but was generally steady. Erie rallied % cent, and the market closed firm but in- ahs.
