Clay as successor to your Excellency, and bas directed me on this occasion to make known to your Excellency the pro- found regret with which your departure from Nicaragua is anticipated, after so many proofs have been received of your amiability and uoble characteristics, und your great Sympathy for this republic. Now that the absence of your Excellency is indispensable, the government de that om your return to your country you will preserve for Nicaragua the sweet sentiments which have constantly distinguished and secured for you those which your noble conduct has inspired alike in the preskling government and people. We have dates from Rio Negro to the 20th ult., and up to that time the National Convention had not neen con- ‘vened for want of a quorum. A sufficient number of deputies would arrive there by the 25th or 30th ult., when that body will commence their labors, and among their first acts will probavly be to elect @ President for the United States of Colombia. There is nothing of local interest to communicate by this steamer, ‘The Vicur General, orfacting Bishop, Senor Fermin Jo. rano, has been arrested by order of General Mosquera, and will be sent to hiv headquarters, Senor Jorane will Jeaveon the steamer Anne, on the 19th instant, for Rio Negro, via Buenaventuig. It is stated that Senor Jorane has been arrested or a pastoral that he published some ui ince against the présent government of General Mosquera Mr. 1e Zeltner, recently appointed French Consul at this place, arrived here on the last steamer from Europe. Mr. Le Zoltner x a nephew of M. Drouyn de Lhuys, and has resided many years in the South American republics, and from this fact, and speaking the Spanish language, he is in every seuse competent for this imyortunt post, M. Charpentier, who has been for some time tho ect- ing French Consul at this place, will, I learn, soon return to Europe. M. Charpentier has dis. charged the duties of this c.nsulate during the most exciting and trying times of the late revolutions on this Isthmus, and he bas done go in the most faith‘ul and unilinching manner.
