The Released Prisoners. RTRESS MONRO CORRESPONDENCE. pe ys Forrams Monroe, Feb. 21, 1868, WAL last, after considerable bickering, nineteen Union Officers have beon released and brought from Richmond, baving been confined in Libby prison since the battle of Fredericksburg, December 13, 1862. These officers came on the steamor State of Maine last evenizg, as algo the gea men belonging to the United States gunboat Isaac P, Smith, and a number of private soldiers released on parole. As release of officers is of such a rare occurrence, I have pert obtaining the names of these gentlemen, of which the following is a correct list: — 1. Captain T. State stocks were steady, and bonds were firm. The entire specula- tive list was better. Pacific Mail rose $ per cent, New York Central %, Erie 124, Erie preferred %, Toledo 4, Hudson %, Michigan Central 4, South- ern old 1, Illinois 124, guaranteed 4%, Pittsburg 44, Galena 4, Bock Island %, Fort Wayne %, Terre Haute preferred %. Operators are movigg cau- tiously as arufe. Some of the heaviest of the old bulls have been selling out within a day or two, and distributing their stock among newer men. There is a considerable bear interest uncovered, which gives strength to a rising market, At the one P, M. session of the public board stocks were firm, though large quantities were sold to realize profits. The Fort Gansevoort Case—Mandamus Granted Against the Comptroller. SUPREME COURT. Before Hon. Judge Barnard. Fen. 24.—At the relation of James B. Taylor vs. Matthew 2. Brennan, Comptroller.—Motion for a mandamus grant- ed. The Judge has not as yet written any opinion im the case; but the principal ground upon which motion for @ mandamus is that \ptrol being a ministerial officer, has no discretion but’ to obey the directions of the Common Council, and that no more responsibility was vested in = in signing the warrants than there was in the Clerk ‘of the Common Council, whose duty it was to countersign them. The Judge did not pass upon the spre ey of title, ‘a8 it was the duty of the ‘jon Counsel to examine into that matter. If the title was bad then the Mayor had the power to refuse his oe ignorant ‘The case will now be argued_befi the General Term, ‘and perhaps will go thenee'to the Court of Appeals. Turspar, Feb. 24—6 P. M. There was another great advance in gold to-day. It opened at 16644, rose to 172, fell back to 16934, rallied to 17194, sold in the afternoon at 172, }{ and 4, and closed 17244 bid. Bankers’ bills were sold in the morning at 185 and 186; later in the day there were transactions at 187and 188, and many of the bankers were unwilling to name a rate. No epecific cause can be assigned for the sudden ad- vance. In some quarters it was believed that our forces had suffered a disastrous repulse at Vicks- ‘burg. In others it was stated that a party of cop- perheads had given orders for large purchases of gold with a view to affect the legislation of Con- ress, and to frighten members from passing the measures which are essential to the, prosecution of the war. A purchase of half a million, in the present excited state of the market, would pro- bably cause an advance of 4.6 per cent, and the authorities at Washington seem so nervous about the rise in gold that it might fairly have been calculated that such an advance would affect their minds to some extent. However this be, the fact is that gold has risen six per cent in a day, and that the cur- rency has apparently depreciated by just so much, That this depreciation, however, is appa- rent, not real, must be evident to every one who will study the subject, and it is of national import- ance that the distinction should be made and re- membered. Of all the thousand articles of mer- chandise and kinds of property which are inter- changeable for money, gold is the only one which has risen 6 per cent to-day, The same, or nearly the same, quantity of greenbacks which yesterday would have paid for an acre of land, a house, most kinds of good bonds and dividend paying stocks, a barrel of flour, a cargo of wheat, tea, sugar or dry goods, will pay for them to-day. No one ob- jects to take greenbacks; on the contrary, every one complains of their scarcity, and one main rea- son why Mr. Chase cannot negotiate a loan is because there are not, at the financial centres, enough greenbacks to pay for twenty millions of bonds at any price whatsoever. Had the depre- ciation of the currency, which appears to result from the advance in gold, been real, as was the case with the continental money and the French assignats, everything would have risen in the ratio of gold, people would have objected to sell their property for greenbacks, the banks would been flooded with them, and it would have been quite impossible to buy with greenbacks, at or near par, such sound Incra- tive investments as United States sixes, Erie preferred, Michigan Central, Metropolitan Bank stock, Galena or Rock Island, The fact is, the advance in gold is inthe main the product of speculation, and the currency depreciation which appears to result from itis fictitions. There are, at the present time, over one hundred individuals who traffic daily in gold on the curbstone in Wil- liam street and in the} old and the public boards, These individnals own little or no gold, and use little or none im their transactions, though they bay and sell hundreds of thousands of dollars with each other daily. It is easy to see that, such anarena of speculation once opened, the natural tendency of gold to appreciate in consequence of paper issues must be vastly accelerated. These speculators have among them bid up the price of the metal toa figure which it would not have reached in two years had the laws of trade been unassisted. The question suggests itself, should not this vile traffic be suppressed or checked in some way? We have already expressed the opinion of the most experienced men in Wall street, which is, that a suppression of the traffic in gold is impossible, and that an attempt to suppress it by law will only do mischief. A tax of 44 of one per cent on every transaction in gold at the boards or in private; a tax of at least half per cent on loans on gold by banks, bankers or brokers, and an amendment to the Revenue law raising the charge for a broker's license to deal in gold to some $200 annually, would have o good effect in thinning out the reckless crowd that now gamble in the metal in William street. But further than this experience warns us not to venture, In England during the Napoleonic wars it was made penal to deal in gold. But it was dealt in, nevertheless, and rose at one time to 140, Money was easier to-day, and all the leading bankers marked down their loans to six per cent, Several leading brokers had money left with them at 5 per cent. Commercial paper, which is scarcer than ever, sells at 5 a6 for choice names, Debt certificates are up % per cent. ~ was a further cegeral advance in prices t very strong indeed, and everybody seemed anxious to buy stocks.
