Bome of @he leading street lenders manage to place their moans at seven per cent; but six is rather the rule among the brokers. The check which stock spe- culation has lately received has thrown a large amount of capital out of employment. Mercantile paper of the highest grade sells at 54 a 6% per cent. Certificates of indebtedness were supplied this morning in excess 6f the inquiry, and the price declined one-quarter per cent. Gold opened higher this morning, and was not as mercurial throughout the day as has lately been the rule. At the opening there were sale. at 15534; thence It declined to 155!/, rallied and sold in the afternoon at 1557/, und closed 15534 bid. A fair business was doue in foreign exchange on the basis of 171 a 14 for first class bankers’ sterling. Some of the dry goods importers were free buyers to-day. Wrudent importers are paying for their goods when they order them, and ordering nothing icles which are re to command a ready there is no s.ying what the currency may be worth when the goods arrive. The stock market was inactive ; but prices were quite firm, and in sou terday. At the merni now quoted dividend « New York ie 44, Cleveland and Pittsburg 1%. Oiher active shares were about steady at the prives of yesterday afiernoon, In governments there was uo chauge. Bonds were inactive. The public are not operating with any vigor in the market. ‘Chey seem content to await the result of the Congressional imbroglio. In the board parties are about evenly divided betwoon Dulls and bears. At the public board the market ‘was rather Self, bu! firm. Pittsburg rose ¥%, Southern old %{, Toledo 1%. At the second ses- gion of the regulur bord the market was dail, but wes better than yes- rd Pao fic, which is dvanced 1 per cent; rather firm. At the four P. M. session of the pub- lic board (the proceedings of which were diversi- fled by a good dea! of excitement, created by the expulsion of @ delinquent member) the market was quite active, and prices were generally bet- tor. It is known that a majority of the Senate were op- posed to the bill; but three or four Senators, from personal regard ior Mr. Chase, changed their votes from no to aye, in order that the Secretary might get the bill bufore the House, it being weil understood that it will be killed there without loss oftime. The Secretary should understand that everybody approves the object of his bill, and would like to see a uniform government currency, sooured by the pledge of United States stocks, in- stend of the heterogetieous and variable assemblage of bank notes which now circulate a8 money. But, in the first place, it 1s not considered wise ‘or fair, when'the Northern banks have invested every dollar of their capital in Guited States secutitics, to choose this moment to make war upon them; nor is it considered politic, in the present delicate condition of tho relations between the State and gencral governments, to provoke a conitict between the two jurisdictions on the subject of banking, which would inevitably be the result in the event of auatiempt by Congress to override and annul the banking laws of New York, Massachusetts, New Jersey urd Ohic. Inthe second place, the dea which appcurs to be entertained by tho Secretary of the ‘ ury--that the passage of this Banking bill will provide money for the prosecution of, tho war, and enable the government to dispense with farther issues of greenbacks, is scouted in busi- ness circles a4@ monstrous delusion, If the bill me aiaw, and Mr. Chase relied upon it @x- clusively for means to pay the expeuses of the * last soldier in the service would have loath long before a million dollars d to worth of United States bonds had been taken ap aa a basis for hg issues.
