The reason why gold rises is that the public credit is bad, and people are losing confidence in the The Tariff act of July 25 last classifies all paper under the heads “ writing paper” and‘ manufactures of paper,” in which latter classification printing paper is included The aggregate value of importations at Hoston, under those heads, 1s $31,741, and the revenue collected thereon $10,020, of "which 39,688 45 ts the revenue ou *-manufac- tures of paper,” including printing paper. An idea at first pre- vailed that they might absorb the loose money in the banks and elsewhere, and so cause a strin- gency. This view has not stood the test of close examination. For, in the first place, these notes will be themselves @ legal tender currency, and will thus circulate as money in the event of any active demand for money; and, secondly, before they can be purchased by the banks or by the bank depositors the Secretary must furnish some currency to pay for them with. At the present moment the return to the Bank Department shows that all the banks in the State of New York have only got $20,000,000 of legal tender notes on hand— less than would be required to buy one month’s issue of Treasury notes. Before the new Treasury notes can be purchased, either by the banks or by individuals, a further considerable issue of ordinary legal tender notes must be made. This is already in progress. The bank note companies are printing over a million dollars a day, and Mr. Chase is paying out the money as fast as he re- ceives it. The $100,000,000 lately authorized by joint resolution of Congress will be disbursed as fast as they are printed. As soon in issue of interest bearing Treasury notes is authorized the banks will call upon Mr. Cisco to return the $48,000,000 supa Denti Spestak Teva of money lent him on ten days’ notice.
