Exxonion oF Crimy ENGINERR oy THE Fink DerartuKnt.— On Tuesday evening an election for Chiof Engineer of tho Fire Departmont was held throughout the various engine, hoae and hook and ladder houses in the city, between the hours of sever and nino o'clock, resulting in the eleo- tion of the present Engineer, John Decker, vy over three $50,000,000. The cighth section is proposed to be amended, by requiring all banks, associations, Corporations or individuals issuing notes or bills for circulation as currency to pay a duty of one per centum ach half yoar, from and after April 1 noxt, upon the average amount of notes or bills issued and out- standing during the six months next preceding the re- turn provided for in the section Tne sliding scale of taxaccording to the amount of capital is stricken out. ‘The committee also report in favor of striking out the ninth section, which se modifies the indepertont Trea- sury act as te authorize the Secretary, at his discretion, to allow any money obtained from loans and internal re- venue to be deposited in solvent banks, to be drafted or checked upon by tho Secretary of the Treasury. STAMP TAX ON SALBS AND PURCHASES OF GOLD. A bill has been introduced in the House providing that ail contracts for the purchase or sale of gold shall pay stamp duty on sums of over one hundred dollars of one per cout if to beexeouted im three days, and two and a balf per cent if to be executed on any longer period. AMENDMENTS TO THE INTERNAL REVENUE LAW. The bill of Representative Loomm, referred to the Confinittee of Ways and Means to-day, amendatory of the Internal Tax mew, requires in traueactions in gold of silver, or loans upon collaterals or doposits in coin, a atamp equal to one per centum upon all sums above one hundred dollars, if tho contract is fulfilied within three days; if within sixty days and more than three, two and a half per centum; for every thirty days thereafter one per centum additional, and if on demand one per centum for every thirty days that it is unfulfited,; all unstamped contracts to be null and void, and the money paid re- coverabie by aotion for one’s own use and benefit. THK IMPORT DUTY ON PAPER. ‘Tho Secrotary of the Treasury has repliet to an inquiry of the Senate relative to the amount of the duty on im parted paper. He says it is not separately classified, but is wcluded in the manufactures of paper. The imports un- der the present act at New York are $126,141, yielding B cevenue of $30,634; at Boston, $30,684, yielding a reve- nue of $9,688; at Bajtimore and Philadelphia, none—mak- ing am aggrogate of $156,825, giving a revenue of $49,- 872. The Secretary says it is impousible to state how much of this 1 for printing paper; but he expresses the ‘optuion that the diminution of the duty would considera. bly increase the revenue. It may here be said that there i# an incremsing disposition to pursue such a course of Jegistation as the persistent efforts of the paper extor- tionists to preserve the present duties become more generally known among members of Congress.
