YM FRENCH INVASION OF MEXICO. ‘That Mr. Sumner has not the confidence of his party in the Senate, is eeen in the fact that he was not sustamed to-day by his party in bis objection to the consideration of Senator McDougall’s resolution concerning French cou- quests in Mexico, Hgd Mr. Sumner been a practical ‘statesman, he would acarcely have opposed a ventilation of the subject in the Senuto, after the declaration of Napolcon himself to General Forey. That France had uo interest ia this, that the United States should seize possession of all the Mexican gulf, dominate thence to tho Antilles as well as South America, and be the cole dispenser of the pro- ducts of the New World, ‘To-day,’ adds Napoleon, ‘our pledged military honor, tho exigency of our policy, the interest of our industry andj of our commerce, all make it % duty to march upon Mexico, and boldly plant thero our flag, to establish thore & monarchy,” &c. The resolutions and speech of Mr, MoDougall to-day wore with reference to the particulars of the policy of Napoleon, as boldly an- nounced by himwelf, Tus apprehensions of Mr. Sumner, that dicussion of the eabject tu the Senate lead to war, are not probably well founded. Mr, Mc! ougall’s speech wf an able exposition of the views, intentions and acts of the French Empe- ror, avd it had the attention of a large por- tion of the Senators, He adverted to the fact of our traditional pokey agalust Furepaan control upon this continent, and especially to acts of the French government in 1826, whereby it was laid down by that government that no French fleot should enter American waters without notifying our governmont of its object.
