Some of our + banks, in view of the uncertainties of the future, are cancelling their notes a fast as they come in, and issuing no new ones. A few months ago the effort of every bank was to increase its cir- culation. it is now the other way. In banking circles no attention is paid to the paragraphs in the Washington correspondence of the papers about Mr. Chase’s banking scheme. | ‘That scheme is a very excellent plan for rendering our currency uniform and safe, and two or three . years after the war ends it is hoped it will pass. As, however, it will neither provide money for the Prosecution of the war nor produce any result whatever except a collision between the general und State governments, it is not believed that it will be seriously pressed at present. Money has been inconvenient!y close to-day, from sorie reason not generally understood. ‘There is plenty of money in the city, and the demand can hardly be equal to the supply; yet the bankers were able this morning, by calling in loans and disturbing borrowers, to mark up the price of money to seven per cent. It is rumored that some action is going to be taken either at Washington or at Albu to prevent loans on gold. The Bank Superintendent of this State is’ decidedly opposed to the present system, by which the banks of this city, with about $23,000,000 of gold really on hand, report $25,000 ,000—the difference between the two being gold owned by Speculators and deposited in bank as collateral for loans. Should this gold be forced into the manket sold, the premium would decline rapidly. But the effect on the money 1 t would be rather to increase than to diminish the supply of money, as all the money now used in carrying gold would then seek employment elsewher ‘This has been another exciting day in gold. At the open this morning gold sold as low as 15624, rose to 154, fell to 156%4, sold in the after- noon at that price, and closed that bid. Exchange fell to 174, and elosed 1744175. The operators in gold who throng the corner and sidewalks of William street are puzzled how to act. On the one hand, issues of paper money, which every one sees to be inevitable, are calculated to put gold up; but, on the other, the increasing difficulty of carrying gold, and the uncertainty whether or no measures may not be taken by the Legislature or by Congress to render speculation in the precions metal a more perilous game than it is‘ at at pre- sent, are not encouraging to the bulls. It is quite certain that sold has risen far more in propor- tion within the past month than any stock, article of merchandise or description of pro- perty whatever. Many kinds of staple goods and many leading stocks were selling as high as they are at present when gold was 25 per cent lower. Gold has, in a word, gone ahead of the market, and shrewd operators are neglecting it for something which has not risen as much. ‘The weck opened this morning on a rather blue steck market. The decline was ascribed in part to rumors of some preposterous action by the Senate Finance Committee, which was said to have agreod to prohibit further legal tender issues; and partly to the activity im money, which inconve- niences weak operators very seriously, and causes them to throw over stocks which they would much like to carry. Government sixes fell 14 per cent, 7.30 notes ‘;, and debt certificates 14. Some of the banks are privately said to be quietly turning their United States bonds into money. A good deal of mystery prevails on the subject, as, if it were known that the banks were selling, there would be a stampede in the market. State stocks were steady. Bonds were generally rather lower, especially the newer descriptions. Allthe railway shares were lower. Pacific fell 2, Central '(, Erie 144, Erie preferred 44, Hudson , Michigan Central 1, Southern old 2, Cleveland and Pittsburg 2, Galena 124, Rock Island 244, Prairie du Ohien 3, At the public board at one P.M. the “money question’ seemed to govern the market. ‘There was a general desire to sell stocks for cash, and Erie fell 2 per cent on forced sales of this character. At the second board the tone of the market was still heavy, and prices were, as a general rule, a fraction lower than at the public board. Michigan Central was an exception, and advanced +4 percent. It has been freely reported that the section of the House bill providing for a further issue of legal tender notes has been stricken out by the Finsnee Committee in the Senate, and this absurd story has found believers. It is likely enough that the Senate committee are willing to make a little political capital by feigning hostility to further legal tender issues; but it is very unlike- ly indeed that they will leave the government without the means of carrying on the war, as would be the case if they prohibit further legal tender issues, especially as, after the 4th of March, the House of Representatives will be controlled by # party politically opposed to the administra- tion. The probability is that the Senate committee will filibuster just long enough to gain credit as hard money men, and will thea yield to necessity and authorize more paper. Neither Senator Fessenden nor Senator Sherman can be ignorant of the fact that govern- ment could not at present borrow a hundred mil- tion dollars at any rate of interest. To cestrict Mr. Chase, therefore, to loans as his only financial resource, would, in fact,be cutting off the supplies altogether, This is the last thing that is to be expected of the Seuate, especially in view of the Western clamor for more currency.
