In all the discourse of Napoleon there is but one salient point, and that is his reference to his intended mediation, which, as he plainly asserts, is but deierred. The Emperor is fuily aware that the expression will be construed by his people as a menace against the American republic, and no doubt he gives us credit for sufficient good sense to appreciate in like man ner his expressed determination of interfering in our affairs. More Fast Reuven Privareers—Our Navy Derartment Astexr.—We learn from the Hlin- burg Scotchman that the Confederate govern- ment has just completed the purchase of the Britannia, a steamer of the same build and fast ailing qualities as the Alabama, and that she is at once to be put in commission and to re- ceive her armanent at sea. The British govern ment has had its attention called to the fact; but, as in the case of the Alabama, it will no doubt delay inquiry until it is too late to in- ‘terfere. There will be them three of the fastest | vessels afloat—the Alabama, the Oreto and this new steamer, the Britannia—roaming the ocean in search of prey, and committing daily havoc upon our commerce. Of our helplessness to arrest their course under our present system of maval management the escape of the Oreto from Mobile through a cordon of nine federal “vessels is a mortifying proof. We have but ‘one steamer in commission—the Vanderbilt— of which, ‘Recording to the boast of Captain ‘Semmes, the rebel privateers have the slightest fear. Itis not that we are deficient in vessel% able to cope with them —for there are the Baltic and Atlantic, now chartered by the government as storeships, which will outsteam them any day—but that the Navy Department cannot be waked up to the necessity of arming and send. ing them after them. These two steamers, if pro. \perly strengthened and mounted with a couple of one bundred-pounder rifle guns each, would, with the Vanderbilt, soon sweep the seas of everything that the rebels have afloat.
