The commercial prospect is of course ma; terlally affected by the action of the Committee of Ways and Means at Washington, and the forth- coming issues of paper money. It is now conceded on every side that money must be mannfactured before it can be borrowed, and capitalists are anxious to secure good ratea of in- terest in consequence. Debt certificates ruled at one time last week above 97, but fell off at the close to 96%4 a %, in consequence of a tresh supply. Gold continues to appreciate, as it cannot help doing under present circumstances and with pre* sentprospects. There po hiee. has, however, been a large advance in sound divi dend paying stocks as well, and this, in view of the forthcoming issues of legal tender money, can be more readily understood. New York Central, which is @ reliable 7 per cent stock, with a large surplus on hand, and whose income is steadily increasing, has risen about 8 per cent. Western capitalists, fearing a depreciation of the currency, invest their means in this and similar stocks, which at presest prices promise 7 a8 per cent per annum in dividends. Perhaps the most remarkable recovery among railway stocks ig witnessed in Hudson I This stock sold last evening at 90%. The directors have just declared a dividend—the first ever made— of three per cent. The earnings of the road have been enormous, amounting to about 18 per cent on the stock after payment of interest and ex- penses, and have enabled the company to pay off its entire floating debt. The directors believe that this road will hereafter pay regular semi- annual dividends of 2 a 3 per cent, and that its securities will command the favor of capitalists, as representing in a measure a city railroad. Pacific Mail, which pays 20 per cent per annam in dividends, jumped 8 per cent one day last week, and closed last evening at 149, an advance of 15 per cent in aweek. This stock, like New York Central, is very scarce, and is in the hands of a few parties. Panama has risen to 180; it pays 4 | per cent quarterly d nde.
