FINANCIAL AND COMMERCIAL, - Famay, Dec. 26—6 P. M. This has been rather a dull day in Wall street. Money is worjh about six per cent on call, and mercantile papér of the highest grade 6 a 7 per cent. Certificates of public indebtedness do not vary much from 96. Gold fell this morning to 13134, and closed in the afternoon at 131%, bid. Exchange wa dull at 145 a %. At the first board there was very little change in stocks from Wednesday’s last prices. Bonds, especially the new issues, were in good demand. At the one P. M. call of the public board the market generally was } a 4 lower, with the exception of Pacific Mail, which advanced 1 per cent. In the rail- way shares there was @ marked want of animation, the buyers being in almost every instance the shorts. Nothing but a new issue of legal tenders can save the Western shares from a sharp reaction some day. At the second board (closed) the market was steady, but very dull. The decline would have been greater but for industrious efforts which are being made by speculators to créate the belief that the Committee of Ways and Means differ with the Secretary upon the policy to be pursued. We have authority for stating that all reports to the effect that the Committee differ with Mr. Chase are unfounded and falsé. There is, on the contrary, Teason to believe—though no vote has yet been taken on the subject in the committee— that that body will adept Mr. Chase’s programme, and report it to the House with slight modifica- tions; and it is not believed that any member of the committee, with the single exception of Mr. Stevens, is prepared to plunge the nation intu rnin by further issues of legal tender paper; against the advice of the Secretary and against the over- *’ whelming sense of the mercantile community. The bill laid before the committee by Mr. Chase appears—so far as we can judge of its tenor by the synopsis which has been pub- Tished—to be well calculated to answer the purposes of government at the present juncture. It provides for loans to the extent of $900,000,000— enough, with the receipts from duties and taxes, $0 carry on the war till July, 1864—and it empow- ers Mr. Chase to negotiate either six per cents or 7.30 notes convertible into sixes. Lest there should be any scarcity of currency to pay for bonds negotiated, it contemplates the establishmeft of banks of issue by individu- als, on Mr. Chase’s plan; the issues of such bank& being irredeemable' pending the war, ‘but secured by deposits of United States sixes at par, and redeemable after the war. im specie. We have never, fér our part, relied much upon the tales which are current about the scarcity of currency. We know, from official re- ports, that there is nearly $400,000,000 of paper currency now afloat in the loyal States, which must be fully $75,000,000 to $100,000,000 more than the aggregate paper and specie currency that was afloat in the same States before the war. It is rather difficult to reconcile this plain fact with the alleged ‘‘scarcity of currency.’’ If, however, eurreticy be scarce, as the speculators say, banks of issue will be established on Mr. Chase’s plan’ as soon as Congress adopts the scheme, for the simple reason that it will be pro- fitable to establish them; and means of “floatifig new loans’’—about which some of our bankers seem so anxious—will thus be provided without inflating values, depreciating the currency, destroy- ing the public credit and threatening us with “Continental prices.’’ It is obvious that specula- tors will, in the hope of securing more legal tender issues, insist to the last that new loans will not be taken. Congress has no right to assume this to be the case without making the ®xperiment. The farmer, the mechanic and the laborer, whose burthens have already been doubled by the dépreciation of the currency in which they are paid, are entitled to expect that these bur- thens shall not again be doubled until it has been conclusively proved that Mr. Chase’s plan of finance is impracticable. The best friends of the government in this city believe that $100,000,000 of 7.30 notes could be sold at once at 94a 98. If the Cabinet were remodelled, General McClellan restored to command and a victory won over the rebels, the price would be nearer par.
