ARRIVAL OF GENERAL MCLELLAN, General MoCicllan arrived hore about hailf-past aine o’clook this morning, accompanied by Culoneis Switrer and Hudsea, of his personal staff. Burgeon Charles Martian bas been detached from the Naval Rendezvous at Bcston, apd ordered to the stcam sloop Sacramento. Surgeon John Kuddenstein has been ordered to the Naval Rendezvous at Boston. Surgeon D. Kindleborger has been ordored to the steam sloop Monongahela. ¥. F. Metotyre, of Pennsylvania, has been appointed Actmg Assistant Paymaster in the navy. He was recently employed as a telegraph operator at Washington. RELSASE OF MR. RAMSEY. Mr. Ramsey, lately released from the Old Capitol prison , was clerk to the late Captain Elwooa, and was held ouly a8 @ witness against him. Since the death ef Captain Elwood there was no occasion for his testimony, and he has been released. GENERAL JAIL DELIVERY. In the McDowell Court of Inquiry to-day, Mr. Peleg Clark resumed his testimony, commenced yesterday. His evidence related mostly to-day to the fact that persons withre poclivities bad been allowed to come iv and go out of by witness where salt and other articles needed by the rebels were received by them through a want of watch- fulnees on our part near Fredericksburg. Captain Mans_ field, of our army, appeared to him, bowever, to be as much to blame as apy ome cise in such matters. General George B. McClellan was then sworo, and tes. tified that General McDowell's division, as a part of his Original army, was all that he could wish. He had re- ceived the fullest ¢0-operation at his hands in preparing plans and:arranging details for his movements generally. General MeDowell had frequently, at General McCiel- lan's request, gone beyond his strict line of duty aa @ corps commander to facilitate the operations of my atmy. I don’t know that I can state it more fully; but I reecived from Gen.
