Thoms) would find on examination that he had drawn bis bill precisely according to English precodent, and had used precisely the Janguage of the indemnity bills of the two lugt centuries pasted by the British Pariiament, with the exception of confessing the iegahty of the acts of the President in the premises, {ie bad not confessed euch illegality, for the reason that the Attorney General aud the administration held that the President, withut such a bill aa this, had full authority to exercise the power. Such acts, therefore, are not a remedy for anybody. A remedy existed only where there was a wrong. If he President had the right to suspend the privileges of the writ of babeas corpus, and under such suspension arrests took place, this bill could ¢o no harm. He, however, repeated that there was doubt upon the subject. He doubted the authority of the President to suspend the writ of habess corpus, except from abso. lute neceasity. when Congress was not in session; for Congress was the sovereign power, hot the President.
