centinner to pay out its certificates of 'in- debtedness, w nell at 134 a 1% discount. Exe! ‘on Europe fell last week from 147 to 144}{ for bankers’ sterling, ‘and fom 3.85 to 3.973% 43.92% for francs. The demand for billé from the importers continues very slack indeed. Nothing sustains the price of exchange but the pouiyn 99 on gold, which was at the close yeaterday 30%. Premium, which is palpably absurd in view of. A large wearer? of the precious metal in Califor- the light demand for it here, of the balance = trade in favor of the United States, and espevial ly of the'scarcity of United States currency, which ie said ‘to be dépreciated; cannot long be main- tained. Very large amounts of gold have been dought on speculation and held for account of New York and other merchants. The proba- bility is that the action of Congress at the coming session will bring these gold hoards into the market, and that we shall seme day witness a panic in. gold which will startle operators. The indications are that Mr, Chase will recommend to Gongress, when it meets, one week hence, to Attempt a hew financial’ policy, and ‘that he will be authotived to: uegetiate a heavy loah on United ‘Braces ixes. “This ls what'the’New York bankers have tong desired, andthe probability is that they willbe gratified. | Under these circumstances a premium of 15 per cent om gold would probably be maintained with difficulty. The following table shows the course of the stock market for the past week and mouth:— Oct. 25. Nev. 1. ae ‘Ee pine 2 ~ eee We ee 10445 irginias 64% 743K :MG) | 123% 12411934 120% Gold..........-.130% 18034 131% 181% 130% The general feature of the stock market last week was dulness. The weather is said in the street to have contributed something to this re- sult; but it is probable that the tightness of money, which rendered it very difficult for weak operators to carry stocks, exercised a more direct influence ‘in bringing about the result. Large quantities of stock have come into the street lately, and speculators hold them. The future of the market appears to depend mainly on the eourse which may be pursued by Mr. Chase and Congress in“ regard to the financial policy of go- vernment. Itis known that a number of leading bankershave urgently requested the Secretary to abandon the paper money policy and endeavor to obtain the money required for the prosecation of the war by loans. Governments continue very firm, with rather a strong tendency. Among the speculative shares, the most popular at present are illinois Central and Harlem preferred. The former has been advancing on the basis of the facts which were placed before the public weeks since. The road is doing an enormous business, the traffic reports show an increase of abont $100,000. month. Besides this, the farmers who have bought lands of the company are availing themselves of the present condition of the cur- rency to pay off their debts, and the cash receipts from land sales are so large that the concern is bethg rapidly placed in a position which will enable it to pay off a large proportion of its debt. The theory on which the Illinois Cen- tral was constructed was that the lands would eventually extinguish the debt, leaving the road, free of debt, to the stockholders. That theory, much as it has been discredited during ‘the past five years, now bids fair to be justified by the facts. There is a rumor that a dividend will de paid onthe stock. A scrip dividend of 10a 15 percent would be legitimate, as it would repre- sent debts honestly paid off; and something of the Kind may, perhaps, be declared. Whether an ad- @itional cash’ dividend of 3a4 per cent will be ‘imultancously declared we cannot discover. Harlem preferred has advanced on the passage by the Mayor and Common Council of the ordinance authorizing the company to lay a track up Madi- son avenue to the Central Park. This will give the ” eompany 8 city railroad from the City Hall to the Central Park; and it is supposed by persons who are able to judge that this would be the most lu erative of all the city railroads. The main line of the Harlem has seemingly seen its worst days. Each month now proves an increase over the cor- responding month of last year, andthe increase arises not from any accidental or ephemeral cause, but from a steady development of local traffic. If the main line can only do as well as it has done in the past five years, the new city road will farnish 5 a6 per cent for the preferred stock. It is cer- b gr worth as much as Hudson River. There less disposition than there was to purchase coal ocka, notwithstanding the high price of coal. ‘There is a fair prospect that the old fight between the Delaware and Hudson Canal Company and the ivania Coal Cumpany will shortly be termi- Teed by judgment in the case, which is now be- ing argued before a referee of the Supreme Court. The claim of the Delaware and Hadson involves a sum of $1,500,000, and if established the whole capital of the Pennsylvania Coal would be swept away. Under the circumstances, operators appear to be more shy of the stock than they were before the fact was known. The American West India Company have char- tered the brig Herald, Captain Wing, to make the second trip in their new line of packets to St. Domingo. . This concern is the pioneer in a trade which, if conducted on sound business p1 ples, will prove profitable. The company haa acquired large tracts of land in the Spanish part of St. Domingo, and sends out emigrants from this country to colonize them. The lands are now govered with tropical woods, mahogany, satin- wood, logwood, &c., and when cleared will grow sugar, cotton, coffee and other tropical products. Every share of stock represents twenty acres of land. A number of laborers have already gone forward, and fresh squads will follow at monthly intervals, Nothing but capital and enterprise have been wanting to render the tropical islands very productive If the American West India Com- pany conducts its affairs judiciously, it will do well. The principal men in the concern are Messrs. Cazeneau and Fabens, whose names are ‘well known in connection with Central American and West Indian affairs. cITy COMMERCIAL REPORT.
