Nothing has yet eccurred, however, to vary the uniform course which they have pursued since the present financial policy was adopted. Pending the war, and go long as paper money continues to be manufactured by the Treasury Department, or paper evidences of indebtedness issued and floated, money must accumulate here faster than it can be used, and the rate of interest must rule low. The loan of $12,000,000 made by the banks to government last week had the effect of causing the value of money to advance temporarily to 6 a 7 percent on call. Yesterday afiernoon more mo- ney was offered to the brokers than had been the case on Thursday and Friday. To-morrow, in all probability, the amount of capital offered will be still greater, and by the middle or the end of the week we shall see the old rates in full force again. Mercantile paper is so scarce and so popular with some capitalists that it did not feel the effect of the pinch to any extent. First class names stil] sellat4a5 per cent. To-morrow, at noon, the Secretary ofthe Treasury will award $13,000,000 of 7.30 notes to the highest bidders. A large number of bids have gone on from here> and the bids made at Washington will pro- Dbably be still more numerous. It seems to be supposed in the street that the notes will not sell below 1034. The Secretary has reserved the right of rejecting any bids which he deems too low, though his negotiations with the banks | would seem to have left him no choice but to sell + his notes at the best rate offered. Gold was restored to the Board list yesterday, ‘and will hereafter be dealt in for cash or on time, just like stocks. The Board arrived at this deter- mination from a belief that the exclusion of gold from the Board had not diminished speculation in it, and from the fact that both the banks and the government continue to lend on gold. It closed yesterday at 13274. Exchange on Enrope closed firm, but dull, at 146 4% for bankers’ bills. If our foreign trade continues as it is, it seems hard- ly possible that the price of gold and bills can be sustained. On Thursday we had quite a panic, which at the time was ascribed to unfavorable military and diplomatic intelligence, but which was really caused by the stringency in the money market en- suing from the sudden loan of $12,000,000 by the danke to the government. A decline in stocks had been for some time inevitable, in consequence of the position of the market itself. That decline has now been had, and speculators are once more beginning to look hopefully upon the future. They are the more encouraged to hope as the interna) business of the country is enabling the great lines _ of railway to earn unusually large sums of money, which will be divided, in the shape of dividends: this winter. A railroad manager has furnished us with the following list of dividends which will pro- bably be paid, he thinks, im January or Februs. New oy oe zi . 13% per cent. Hodson River No dividend on the Erie ola is promised this winter, though the line will earn 1114 per cent on this stock during the current year. Next year, there being no scrip to pey off, the surplus earn- ing. will go to the stockholders. There are many persons in the Erie management who, looking sat the, present business of the ‘line, and ertimating the increase which may be expected from the Atlantic and Great Western extension, the new coal trade, &c., ke., have raised their estimate of gross receipts next year to ten millions of dollars. Nothing has yet been determined with regard to a dividend on either of the Michigan Southern issues; but a nego- tiation is understood to be going on privately, which may eventuate in an agreement on the part of the guaranteed stockholders to relinquish their back claims in consideration of a regular semi- annual payment of five per cent hereafter. Should ovhis arrangement be consummated, the guaranteed will be relatively cheaper than the sinking fund bonds, which are selling at 105, and only yield 7 per cent per annum. If the road earns enough to pay the interest on the one it will probably earn enough to pay the ten per cent on the other also, The following list of the prices at which the leading railway stocks of New England are selling fs curious and instractive, Teo years ago these roads were in the situation through which tle ‘Western roads ate new passing. There is reason to believe that at least some of the rail- way managers in this State and the West have. learned the same experience as their New Eng- land brethren; but the public in this meridian do not yet ecem to have acquired the same confi- dence in the results es the capitalists of the East. ‘Phe first practital step has been taken towards the organization of an open stock board, om the plan of the Paris Bourse. Atan adjourned meet- ing of bankers and brokers, held last evening at the Fifth Avenuc Hotel, it was resolved to organ- ive an open stock exchange, to which the public should be admitted. The following gentlemen, who are understood to control over two millions of dollars, were elected by ballot a provisional board of direction:—Messrs. A. G. Jerome, E. A. Coray, Henry Clews, Wm. G. Read, E. B. Weasley, Geo. A. Osgood, Henry Bush, Thos. C. Durant and Henry A. Stone. These gentlemen will pro- ceed to add to their number sixteen persons chosen from the brokers and bankers of Wall street, and will then organize the new institution, Applications for admission to the new board will he referred to @ committee, on whose favorable report an affirmative a of two-thirds ithe members present* wil! suffice to elect a candidate for membership. No- thing has been yet settled with regard to the fees to be charged for brokerage, or the sum to be paid on admission; but it is understood that both will be more moderate than the rates of the old Stock Exchange. In other respects the new institution will be governed by the same rules and by-laws as the present Board of Brokers. Especial care will be taken to protect dealers at the new board from losses by the failure of members. It is helieved that, in this respect, greater security than is af- forded by the rules of the old board can be se- cured.
