NEW YORK HERALD, SATURDAY, NOVEMBER W6, 1862. —_—_—_—_————— » NEWS FROM WASHINGTON. Wasurncron, Nov, 14, 1862. BATERASTING REPORTS FROM THE SOUTH—THB REBEL ARMY OF THE POTOMAC, BIC, A gontioman arrived bere to-day who hus spent several ‘weeks in rebeldom, and bud familiar sevess to the rebel Army of the Potomac, aud all the principal points between Mobile and Harper's Fe:ry, There ig much in the infor- mation he possesses which it is improper at this time to Publish. His observatin shows that the rebels bave @onceutrated in their Army of the Potomac nearly the whole of their avuilable military force in the Atiuntig Btates, leaving only a smudi vamber to gdrrison other points, When they leit Richmond, upon their march into Maryland, their army numbered one huadred and eighly thousand, but it ws now ,reduced to about one bim- red and Wuirty thousand, and eisce the battle of An. fotam bas been terribly demoralized, disheurt- Oped and destitute, The retreat from Antictam was made fo great disorder, and tt was believed that if the Usioo Army had followed it the day aiter the battle, at lerst Afty (housaud stragglers wou'd have been capiured oa the Muryjund side of the Potomac. Preparations for com- tauing the retreat up the Suenandoah were made imme- diately, and as rapidly os the disordered forces could be farought together. Arrangements were made to fail back ,towarde Staunton. As usual in such cases, the rebels made show of a large force by extuibiting portions of their Foar guard at several diferent poiuts, thus magni’ying @ gmail nutaber into a great army, Tis infermants, repre ents that (he conseription has bees a fatlure, and that not More than fifteen thousand conscripts had been brought into Richmond, and those are being drilled principally Without arms. A CONVERSATION BETWEEN MR. Yinual shipping of goods and munitions of war to the Rebels upou English bottoma uud by English merchants, Intimating, at the same timo that as long as such an in- tercourse would not be discounteragced by the English People and their zove:nmet, there would be no hope for a Prompt resioration of peace in the New World. He men tioned, the case of the Alabama, obviously @ vessel @f-war, ited up by Fnelich money, for the purpose of Prey ing upon the ships of a frendiy Power, of capturing and de:troying them: nnd said that such an odious system of aer © practised np p the Northern States, without the leat provocation on therr part, constituted in tho @yes of the Americans nnd ot all civilized nations an in- fringement of the rights of ngutra’s, the responsibility of which would sooner or later be felt ye Britisl: Cobi- Met boli at borne and abrowd. Iu a Wort, Mr Adams Proved that nets such as these we) e not caleatated to com rm the United States in toe genuineness of the protesta. tions of newtrality and good will proffered at different fimes by | is Excellency to Mr. Lincola, and that it was dowbtia! sbether they would r ct any credit upon the impa: tality and honor of the English nation, Toc Parl Russell suit in reply that it was with the wbmos! resrat Ghat be Lad learned the facts of woieh Mr Adans sue now com taining, and that he had done a't he oul) to prevent the contwuit ou of the illicit trade be twoen (uglish subjects aud the rebels. He would, bow ever, remind his Exceliency that English laws grant- @d buch immunities to private industry that it was im Possibie to hinder an English citizea from dealing in con trabau if he chooged Lo do £0; that the responsibility of auch ontaveful traffic was imeumbent upon the individual, and that tts effect could, but in a very limited Controtled by the government. Ba)! Kuscell assured Mr. Adams that the policy of the EnglisL coveroment concerning contraband trade was ‘Chat of sii other nations and of (he United States them Belve:, whose precedentson that very question were at Clear and os precise as could be desired. AS an illustra, tion of thie le said to our Mnister that, at the time ofthe war between the Allied Powers and Russia, the United States bad ostensibly carried contraband goods in Russian ports, and constructed ships for the Czar Nicholas, and tat \otwithetanding the protest of France aod Evg- land fie did not want to believe, as be had been told, that cither the Presideut of the United States, Mr. Pierce, orb clary of State, Mm Marcy, were at ali encour- agivy Sveh unlawful acts, He preserred to think that tacy did ai! thoy could to oppose them, but the fact that they eal not sin onght to prove to the Shister of the United s 6 how difficult it was forthe English govern. meo! to lop the contraband trade between Euglisu sub- fects anu the rebels, The private letter w the details of this con wersalion Says that, im conclusion, the British Mimeter Promised Mr. Adams to send an account of bts compiarots to the Admiralty, with a recommendation to exercise the utmost wutchfulness upou ail cargocs in clearance for the United Siates, TAOUBLE ABOUT NEGROES IN KENTUCKY.
