The decline was on the reported election of Seymour; the advance was aided by rumors that Wadsworth was gaining largely in the counties last heard from. Exchange was dull, but firm. First class bankers refused to sell under 145 a %; many houses declined to name a rate until things become more settled. The stock market opened much lower this morn- ing, rallied at the board, and afterwards fell off and was heavy at a decline. The general aspect of political affairs is discouraging to speculators. Should the democratic victories which have now taken place in all the great Northern States be followed by any proceeding tending to peace negotiations, a period of unea- siness would ensue which could hardly fail to cause the general market to decline.
