The best reports which are received from agricultural authorities in England encourage the belief that all the cereal produce we can ex- port will find a ready market in Great Britain, In the matter of the export of cotton we have no change to report since last week. The supply from the Southwest continues very moderate. A decided military success in Kentucky, acting upon minds already inflamed at the excesses of the scoundrels who are devastating the country under the name of guerillas, might, perhaps, lead to more liberal shipments of cotton to tle seaboard. At the same time it is so plain that our im- portations of foreign goods are going to be very large that specie and breadstuffs must obviously be our main reliance as a remittance for some time tocome. All experience shows that in this coun try the volume of imports depends directly on the expansion of ercdit, and rises or falls irrespectively of tariffs. We are now at the commencement of a period of unparalleled expansion, during which the enormous expenditures of government for the Sunpay, pay, Octe mer period. The bulk of them will have to be paid for inspecie. There is every reason to be- lieve that our specie exports will increase from this time forward, and that before New Year the banks will have reason to congratulate theuisclves upon the sagacity which led them to hoard their gold instead of gelling it ata premium of ten to twenty per cent. This issue of paper currency—like all previous’ issues of the like kind—insures an abundance of money, and provokes a development of specula- tion. Itis already at a discount of 23 per cont as compared with gold. No one can tell how much farther it may depreciate. During the Napo- leonic wars gold rose in Great Britain at one time to 142, and the consequence was that the business of the Stock Exchange quadrupled in amount. At Richmond, at present, gold is selling at 220. Finally, it is beyond dispute that the Northern aud Western railway companies are ia a better condition, mechanical and financial, than they have ever enjoyed since they were first built. They have spent the past five years in paying oif floating debts, improving their road bed, bridges, culverts, &c., and are now at last prepared to vindicate the wisdom of the partics who planned and constructed the roads. ‘Lhey are earning more monoy than they ever did, with every prospect of a further increase of traffic, Under these circumstances, considering that present prices are on the basis of a currency which is 23 per cent below gold, the recent rise may not appear unwarranted.
