The London Times on Gene- ral Butler. THE COTTON CRISIS EXCITEMENT, &., &e., &e. ‘The steamship Borussia, Capt. Trautman, from South- @mpton on the 10th inst., reached this port yosterday afternoon. Her news has been iully anticipated by her @wn report, delivered off Cape Race, and the later ad. ‘¥ioos of the Scotia. ‘The Cunard mait steamship Scotia, which left Liverpoo! ‘®t Dalf-past ten on the morning of the 13vh, and Queens town on the evening of the 14th instant, arrived at this portearty yesterday morning. The Scotia has made an execedingly rapid passage. She left Queenstown at 4.5) @’clock on the evening of Sunday, the 1¢th inst., and ar. rived at her dock in Jersey City early yesterday morn ing (say nive o'clock). This would make her run from ‘Uork count only about eight duys and twenty hours, add fag ‘ve hours in time for the difference of Spogitadl. Her news ie three days later than the report of the Kova Scotian, off Cape Race, published in the Herat Yesterday morning. M. ‘The following is a comparative statement of the exports (exclusive of specie) frem New York to foreign porte for the week ending September 23, and since January mt tas Je see $66,961,535 $8,014,008 102,830,933 This enormous export exceeds the calculations of every one. Notwithstanding the unexpected amount of imports, our exports increase in even greater proportion. At this rate, the exports of produce from New York, exclusive of cotton, will amount this year to the unparalleled figure of $130,000,000. It appears, from the reports from Europe, that a manufacturer has discovered a method by which East Indian jute may be used in lieu of cotton in many fabrics. Jute has gone up 50 per cent in eonsequence, and cotton has de. clined. The supply of jute is said to be mexhausti. ble. Money is offered freely at three per cent per annum on call on gold, and at four on stocks. We hear of some loans on stocks at three, and should not be surprised if this became the standard rate before very long. Neither the banks nor their depositors know what to do with their money. Certificates of indebtedness have advanced to within a fraction of par. Demand notes continue to rise, and are very active. They sold this morn- ing at 115%. Exchange advanced to-day to 129% a 129%, in consequence of the advance in gold to 118 a 34. At the second board gold sold at 118 a 4, and closed that bid. The supply of bills from the exporters of produce is fully equal to the demand from the trade. The stock market was irregular to-day; but, on the whole, the tone was healthy. The President’s proclamation was very freely discussed, and opin- ions, of course, varied on its merits. Some re- garded it asan extremely wise and important step, which would add tothe power of the North, and which, therefore, ought to cause government stocks to advance. Others pronounced it un. fortunate and ill-advised, and predicted a collapse in the market in consequence. Others, again—and this class seemed to include the bulk of the shrewd- ness and experience of the street—considered that it possessed no real importance, at all events at present, and that the market would continue to move in obedience to pre-existing influences, just as if no proclamation had ever been issued. The firmest stocks on the list to-day were Toledo and Galena, both of which advanced 44 a % per eent, while the other speculative shares were, at the first board, either barely steady or a shade lower. Toledo is said to be attracting the attention of speculators from the fact that the company either has concluded or is about concluding a satisfac- tory arrangement with its bondholders, which will enabled to pay regular dividends hereafter. Galena has usually sold within ten per cent of New York Central, and is now twenty per cent be- low it. Hence the inquiry for that stock. Govern- ment securities were steady this morning. Bonds were in rather better request, the issues of the Chieago and Northwestern and the Pittsburg and Fort Wayng being, as usual of late, the most ac- tive on the list. The former advanced 1 per cent. After the board the market was at first firm, but afterward gave way a fraction on the more active shares, without much business. At the second board there was a rally, and everything recovered from the midday depression. For the present speculation seems to hive deserted the New York cks for gome of the Western shares, which at present appear to promise a speedier advance. General business is quite prosperous at present, notwithstanding the war. All kinds of mercantile traffic are unusually active. Our exports of produce are largely in excess of any prece- dent. Notwithstanding the new tariff, which was intended and expected to check the consumption of foreign goods, the importations are a fair average. The importers and jobbers, who ex- pected to be ruined, are doing very well indeed, and the receipts at the Sub-Treasury for duties are almost unexampled. Our internal traffic was never 80 active as at present. The canal revenues exceed the most sanguine estimates which were made last year. The receipts ef the railways sur- ass those of last year, which were considered very good, by 25 a 40 per vent. Our banks are fall of paper money, which they are trying to lend at four per cent; their specie reserve, which they don’t need and don’t use, stands at avery high figure. Agriculture at the North has proved this year as successful as it seems to have proved unfortunate in Great Britain. With us, every crop is either an average or above an aver- age. With the British, hardly any crop is an average, and the chief crops are far below one. Industry, with the exception of cotton manufac- tures, is doing excellently. Even before the new tariff was enacted the manufacturers of New England $ and Pennsylvania were thriving; that tariff gives them 10 a 25 per cent more for their goods, and the woollen manufac- turers, the boot and shoe trade, the hardware manufacturers, the iron founders, &c., &c., are coining money. In a word, notwithstanding the war and the enormous expenditures of govern- ment, on whichever side we look we see evidences of lucrative industry and prosperous commerce. Of course all this is on a basis of paper money, which is already depreciated 18 per cent below gold. But if we can terminate the war by the sup- pression of the rebellion, and the restoration of the Union on a permanent basis, conversions of currency will proceed so fast that it will very soon become practicable, by @ resort to the usual mea- sures, to effect a general resumption of specie pay- ments and @ general reconstruction of our com- mercial editice on a specie basis.
