The account which Colonel Armstrong fur. hes of the battie differs very materially from that heretofore published, and shows that our men, instead of acting as cowards, fought with great bravery. Tho battle id not end in the afternoon, when General Neison was wounled, as reported. Our forces fell back to Richmond, fonght through the city, and continued the fight until nine o'clock at ' night, when they were finally overpowered about four miles this eide of that place, by greatly superior numbers. A statement has been made by the officers of the Stan- ton Logion that their wants have not been properly at- tended to by the officials at ine Juartermaster General's office in this city. This statement appears to be made without the sligmtest foundation, as none could be found more attentive to business, or more gestiemanly in the discharge of the same, than are the aids of Quartermaster Genoral Arthur. From that efficient public officer down the utmost strictness 18 observed in attending to the wants of our military organizations. Mesers. Casey and Cartis are the two principal officers in charge under Gen. Artbur, avd their doties are quite onerous, From an early hour in the morning until late in the evening the office is desieged with quartermasters, colonels aad otber knights of the military arena, who want this thing and that thing all expecting to have their particular wants attended toat the same tne, Bot these veutlemen should recollect the ‘vast amount of business which must be transacted in this department alone, and which cannot be acted upon by the officials in charge without the necessary time and labor. ‘THE UNITED STATES MUBTERING OFFICE, By a giance at the table published in yesterday’s Hr. RALD, it will be scev what a large amount of work is done in the United states mustering office, at 79 White street. Here cach recrait is examined, mustered into the service, and receives his portion of the United States bounty money. Yesterday the office was well patronized, a large umber of recruits being mostered in, The medical in- apectors are kept quite busy during the entire day, \- THY ENROLMENT OFFICE. The bounty will be paid only to recruits who enlist on and afver Thursday, Sepiember 4, for three years or the war. ‘The Mayor's proclamation, on the other*hand, is dated Sepromber 3, and promises she bounty from that day, to all able bodied men who shali enlist in the service of ‘tho country from this city. This discrepancy is doubtless ac. cidental ou the part of Mr, Haws, and should be rectified by him without delay. Persons enlisting on Wedues day are fairly entitled to the bounty, and there is no gound reason why they stould not get it, as the Mayor, in his proclamation, undoubtodly intecded. Mr. Opdyke's language admits of no misconstruction, for in the con- cluding words of his proclamation he says:— It will be noticed that the bounty hereby offered is only to those who aball volunteer aiter she issue of Laie proclams- tion, If there is any ambiguity as to words it seems only proper that the benefit of the doubt shonld be given to such volunteers as were Jed to enlist on Wednesday under the impression that they would receive the bounty. Mr. Comptroter Haws will doubtless see the propriety of taking such measures immediately. MERCHANTS’ BOUNTY, We take pleasure in cailing attention to the si ment of Mes<ra. The proceedings then ter- mnwared, THo resuit is that, after laying for several months at Nat sau, she has found means.of gettmg wo sea, destroying several of eur vessels, and now turns up in # neutral port, On one occasion, when the British gunboat Bulldog went to seize her, sho was discharging sheli—doudtless a part of the cargo she had brought for the rebels. ‘The other rebe) vessel js the 200.”? The United States steamer Tuscarora has been for a jong time keeping watch fer her; but by some meaus or other she receutly suc. ceeded in escaping from the Birkenhead docks, at Liver. pool, evading all the vigilance of the Tuscarora. According to the best accounts she is anether fine war vessel. It is ‘said that sho ean steam from sixteen to eighteen knots an hour, is perfectly seaworthy, for all practical pur- poses invulnerable, and wil! prove to any versel she may encounter as formidabie an antagonist as the Warrior, the boast of the British uavy. This is the ‘No. 290” ag to whose whereabouts federal cruisers have with reason betrayed such avxjety. It had been known for some time that a large and powerful iron vessel was constructing at the dockyard of Messrs, Laird, Birken, head; but monsters of the deep are so much the order ° the day at that establishment that no one troubied a" head much about this new production, or cared to re- mark the great thicknoss of the plates which were being used, Atthe very lasts moment the federal authorities seem to have had their suspicion aroused; for the ‘Tuscarora was despatched to keep watoh in ine neigh- borhood of tho dock where she lay, and the south- ern coast of Ireland was also strictly watched. “No. 290,” meanwhile, apprised of ail that was going on, @ropped down the river quietly one day, and steamed out into the bay, nominally for her trial trip, with a party of ladies and musi ciaus on board, Instead, however, of returning to moor- ings at Birkewhead, where sho would have been kept in durance vile by the Tuscarora, she quietly ianded her passengers, avoiding Cork, Waterford, &c., in the neigh- borhood of which she might have heard of something not at all to her advantage. ‘ No.290” steamed round by Londonderry and Donegal, and was joined off the West const of Ireland by the steamer which had previously saled, having op board the armament intended for tho Jreusides. Had she even met the Tuscarora still unarmed, it was the iptention of ber captain to try the fortune of war by running stem on at full speed into her antagonist. Now, Mr. Laird, her builder, is a member of Parliament, 1t was notorious that she was for the rebels; men were about her and on board of her who proclaimed them- selves officers in the rebel service. She took on board cannoa and powder. Yet the British government refused to stop her, ‘These are the two vessels vow afloat in the service of rebellion, to which the Navy Depariment must look sharply; for there may be many more to come where they hail from. AN APPEAL FROM THE RANKS. Jobn Somera, James Murphy and William Curry, pri- ‘yates in the Seeoud regiment Metropolitan Brigade, who ‘onlisted at Middietown, Richmond county, complain that the bounty offered by their county has been withheld from them. The committee having the matter in charge refuse to pay those wen ug? Decause the latter eulist- ed a day or two previous to the passage of the bounty resoluuions, while persons who haye enlisted since, for fear of being drafted, have been paid without questioning. New York, Fhave bet a few words to say in de- fence of the regiment I have the honor to command. it is poeuliarly cutting in the case of this regiment, first, because it is @ new regiment, having been organized as jste as March last, and {i wes a surprise to every one that the regiment was in @ condition to respond to the call made by the President in May last; avd, secondly, because the regiment was gerrieoning ana gnarding suck an im. portant post, viz:—Fort Metenry, Baltimore. About tom days before the time expired I re. ceived @ ouintaunication from headquarters desiring to know the exact day upom which our term of service ex pired; and three days betore the time expired, the cightoeuth regiment Connecticut Volunteers, came into the fort, und 1 immediately received orders to prepare the regiineut for its departure home, and on the next receive! an oficial order from Major Geuerai Wooi to eas the regiment to. Brooklyn, the place of enrolment, and also an order upon the Quartermaster for transportation; and I brought the regiment to Brooklyn. ‘This is the history in regard to this regiment; and I leave it to tho public to deside whether we have done anyehing to deserve the rebuke given. have the groatost respect for, and confidence !n, our Vonmander-in-Chief, and foel that this matter wil be set right. lam, very respeetfully, your eaten servant, Colonel ype veripewei regiment N.Y.3.M.
