In these quarters it is now, and has been for *gome time, asserted that the imperial government of ‘France is in favor of recognition, and that it is the Eng- lish governinent that has heid aloof, and stilt holds aloaf; joa word, that but for England France would long ago Mhave recognized the confederacy. ‘this, you will per- ceive, is somewhat in contradiction with Karl Russell's statement, if by ‘no instance of u difference of opinion’? St was meant that both agree in postponing indetinitely the recognition. That England has no such mtention at t is ovident from Karl Russell's reply to the note of (Ar. Mason (the Southern Commissioner to England), for- ‘amally demanding to be recoynized. Subsequently to his interview with the Emperor, it is aid that Mr. Siitell had an interview with M. Thouvenel, and that he presented a note about the same timo as Mr. ‘Mason in London, and pressing on identical grounds the Fecognition of the confederacy. Tho unwillingness of ‘England, if not her positive rejection of the demand, was, T believe, allege: as the principal if not tho only reason why France did not act at cace. Tho subject is certainly one of great diflieulty for England. ‘The vory bist reasons exist for her policy; but it is peculiarly unfortunate that we seem to get no .Gredit on either side for the integrity of our motives, ‘Dur intentions, or our acts.
