On my accustomed visits to the diflerent regiments cemporing this army corps I happened to spend a longer time than usual with the Sixty-first regiment New York Vofunteers, Colonel Barlow. This regiment has suifered more than any other regiment in the war, excepting, per- haps, a single Illinois regiment in the Western campaign. Before the battle of Fair Oaks this regiment numbered five hundred men, with a proper compliment of officers. ‘This regiment has taken a prominent part in all the bat- tles since that eventful and bloody day, receiving on every occasion the highest encomiums for their bravery and steadiness. On one occasion, in obedicnce wo orders, they crogsed a fence and charged and routed a superior force of the enemy in an epen fiekt, which position they held until ordered to retire. ‘Their decimated ranks tell tale of glory for them better than words of flattery from a war historian. They have lost by death among the Geld officers since Fair Oaks, one; line officers, six» and by wounds, seven jing officers. Things are gradually being licked into ehape In this new Spapich province, Our long oxpecteg Captain General, Dou Felipe Ribero y Lemayne, arrived en the 20th inst., and will speedily assume the fuuctions of his office. Re- Port styles him a gentleman of extremely liberal views, Delonging to the O’Dounell and Prim school of politics. General Rautana tikes his removal apparently with his usual stolid,@indian style of noncha lanee, but 1 think he is not altogether in- axferent to the change. The old man is undoubtedly a well wisher of his country, and if the annexation of San. Domingo to Spain was @ mistake it was au error of the head, not of the heart. He is muck respected and beloved by the Indian population; but the white and mixed races Gre disposed to build their Lopes rather on a white ad- mivistration of affairs, and auanifest, most unequivocally, their desire to “speed the parting, hail tho coming guest.” ‘The new tariff is definitely announced as to take effect “the conring month. It is simflar in many respocta to that of Porto Rico, and is much more liberal to importers than tho present one. Ihave already forwarded you a synop- sin of ite general features. the great question of agricultural improvement #UiM exeites. atiention.
