There was quite an ao. tive inquiry for the bonds of the leadixg rail- ways, which haye lately been neglected, such as the Chicago and Northwestern, the Toledo and ‘Wabash, the Pittsburg, Fort Wayne, &c., &c. These ‘bonda naturally appreciate as money falls in value. All the speculative railway shares were from % to 1 per cent higher at the first board, the most ac- tive being New York Central, the ,Eries, Michigan Central, Galena and Rock Island. These grain roadsare doing an unusually large business, and the public appear, to, conclude that theirstocks cannot fail to command higher prices in conse- quence, The recent action of government in call- ing for a draft of 300,000 men has largely assisted in strengthening public confidence, and encourag- ing moneyed men in using thelr means, After the board the market was firm, and the highest prices of the morning were bid for stocks.’ At the se- cond board prices were about the same, with the exception of Pacific Mail, which sold as highas 1125, closing 112 bid. The balance of the $150,000.000 authorized by the act of February—about forty millions—is held in re, serve to be issued in place of a like amount of demand notes, which dre held at 105, and are Deing slowly absorbed at tho Custom House for duties. The amount of gold and silver in circulation in the United States before the suspension of specie payments was estimated at $240,000,000; the amount of Western bank notes, based on the security of Southern and border State stocks, which, before ‘the war, ased to constitute the chief currency of the West, and the amount of Southern bank notes ‘used as money in the Northwest—both of which currencies have now ceased to circulate— have been computed, together, to foot up €20,000,000. It thus appears that the amount of currency which has been driven out of circulation by the war is $330,000,000; while the new currency introduced by government, in consequence of the war, only amounts thus far to $10,000,000, leaving & deficit of $230,000,000 as the amount of currency which has been driven out of circulation by the war. To fill up this deficit’Mr. Chase is autho- rized by acts of July last to issue $150,000,000 more Treasury notes, of which $50,000,000 are to be held in reserve to meet demands for the repay- ment of call loans, leaving $100,000,000 for imme- diate circulation; and, furthermore, to issue stamps for sums below one dollar. No limitation upon this issue is fixed by the act, and Mr. Chase will undoubtedly issue as many as the country reguires. Some authorities estimate that $15,000,000 will satisfy the demand; others reckon that the issue Will rise to $35,000,000 or $40,000,000. Should the Secretary stop at $30,000,000, the amount of gov- ernmei:t currency afloat, by the time the notes un- der the acts of July are issued, would be as fol- tows:— Legal tender paper, under act of February. . .$105,000,000 seats tender paper ‘under act of July. ad 30, Besides $10,000,000 of legal tender paper, under she act of February, now on hand; $35,000,000 of the same to be issued as fast as the olg demand gotes sre absorbed, and $50,000,000 of paper, fiasued ander the act of July, to be paid out if the deposits aro withdrawn. As, however, it is shown above that the amount of currency driven out of circulation by the war is $230,000,000, it follows that there will be but little more currency afloat ia the country when Mr. Chase has exhausted the powers lately conferred on him by Congress than there was before the war. If, therefore, Mr. Chase should think fit to apply to Congress, either in December next or at an extra session to be con. vened in October, for power to issue more legal tender money, in order to defray the cost of the new levies of troops, his policy ‘will not be ob- soxious to fair criticism. It may be necessary, however, to accompany any new authority te isene legal tender currency with some restriction upon the issues of private banks, and with the repeal of the present laws authorizing the Becretary to pay creditors in certificates of indobt- edness, and to receive deposits on call. Quite a large number of banks have been increasing their feeues with unusnal rapidity within the past year. Following the lead of our city banks, whose cireu- lation bas risen from six to nine millions in about a#ix months, the banks of the interior of this State have beon pouring out their small gotes as fast as they could print them, and have created such a de- mand for Blate stocks that the 6’s are selling at 11s. A similar course has been pursued by the danke in the neighboring States. There was some excuse for these issucs when the sinallest denomi- nation of notes made by government was five dol- lars. But now that government is prepared to float $35,000,000 of notes botween $1 and $5, and say $30,000,000 of notes beiow one dollar, these benk issues are unnecessary, and might be driven out of circulation by proper taxes with benctit to the public. With regard to the certiilcates of indebtedness and the deposits me able on demand, the least thatcan be said of th. is that they ave shallow make-shilts.
