. NEW YORK HERALD, TUESDAY, AUGUST 5, 1862. SERIOUS RIOT IN BROOKLYN. Attack on a Tobacco Factorv in Sedgwick Street. Trouble Between the Negro Laborers ana & Party of White Laborers, &e, —— ‘About one Q’clock yesterday afternoon @ serious riot 2eourred at the foot of Sedgwick street, South Brooklyn, between a large number of Irish laborers and some ong ‘hundred negroes, employed in the tobacco factory of Mr. ‘Thomas Wateon. At one period the disturbance threat. ened to assume rather extensive proportions, and it was ‘thought, in fact, that the wholo southern rogion of the City of Churches was about to become the scene of a gcaeral upheaval. ‘The particulars of the affair, as sources, appear to be these:— For several days past the negro population in the vicivity above alluded to are charged with having used insulting lunguage to white fomales oa several occasions. This conduct, of course, had the natural effect of exciting the indignation of the irish la- Dorers in the neighborhood, some of whose wives aud daughters had, it is said, been thus insulted, end ven- geanee was accordingly vowed against the colored people. On Saturday last hostilities assumed the first practical shape. On the afternoon of that day one of the negroes em- ployed in Lorillard’s tobacco factory was standing in the doorway of Grady’s liquor atore, on the opposite corner of ‘the stroct, when a white man, who wanted to pass in, asked him quietly to get out of the way. The negro said he would not,as he had as goodaright there as ‘‘any other man.”? The white man again asked the negro to slep oue side, which the latter gruffly rufused to do, upou which the former kicked him out of bis way, On seelug this, auothor colored man fan across from Lorillard’s with a knife in his band to stab the white man, but was prevented fram doing any injury by a polgeman who came up. This ended the diffouity on Saturday. Yosterday morning a delegation of white men went into Mr. Lorillard’s factory aud insisted that negroes should not be allowed to work there, Mr. Loriiturd said he would comply with the request , and stopped his color- ‘ed laborers from working. About one o'clock in the af- ternoon over a thousand white laborers, women and childron, assembled in front of Mr, m's factory, ‘armod with clabs, brickbats, stones aud other missiles, and commenced a headlong assault on the window Several policomen had been previously secreied Duliding to protect the negro workwen in ease of the threatencd attack. BUMORS OF THE ADVANCE OF THE BEBELS ON WASH- INGTON—THE REPORTED EVACUATION OF RICHMOND. Washington is diled to-night with rumors, derived from secession sources by way of Baltimore, that the rebel army at Richmond is now en route to make a grand attack upon Washington, This rumor is strengthened by in- formation through similar sourccs at Fredericksburg, that in less than a week the federal force there will be driven out. It is known that the secessionists there have dally and immediate and uurestricted communication with Rich, mond, and it is regretted that for several days past there have been sent out from that, point no scouting parties to ascertain what is going on in front of our position there: The report from Warrenton to-night, the rebels have actually evacuated Richmond, is uot believed, unlsss they have loft their capital for the pur- pose of attacking Washington. Shrewd military mon are of opinion that this is the real and only iuterpreta- tion of the evacuation, if any las taken place. It would be « bold and desperate movement, suited to the fortunes of the rebel leaders. They know that it is necessary to strike somewhere before the three hundred thousaud*recruits shall be bronght into the field to over- whelm them. It is known that ever since the seven days? fight in front of Richmond they have been concentrating there al! the forces that could be raised in every quarter of the South, and it is believed to be the pur_ pose of the rebel Generals to leave im the strong works around Richmond @ sufficient force to repulseany attack of Gen, McClellan’s army, whilean immense army shall be thrown forward, not perhaps dewn the valley of the Shenandoah, but around it into. Maryland and upon Baltimore and Washington, and thus change the aspect of the war, while Gen. Pope is kept amused with a show of force in his fromt, until too late to fal! back in defeuce of Maryland from the invaders. These are the speculations of military men; but they are worthy of consideration, and should stimulate the people of tho loyui States to harry forward their recruits, not by scores or hundreds, but by regiments and brigades. DIPORTANT DECISION OF THR PRESIDENT-—-AN OVFRR OF TWO KEGTMENTS OF NEGROES KEJECTED. The efforts of those who love the nogro more than the Union to iuduce the President to swerve from his estab- lished policy are unavailing. Ho will neither be per- sundod by promises nor intimidated by threats. Yo-day he was called apou by two United Stalos Senators, and raiher peremytorily requested to accept the services of two nogea rogiments. They were flatiy aud unequivocally rejected. ‘The Prasident did not appreciate the y for employing Une negroes to fight the battles of the country, and take the positions which the white men of the nation, the voters and sous of patriotie sives, shouid he proud to cesupy: there were cinployments in which the negroes of yebel masters might well be on- gaged, bot ha was not willing to place thom upon an eqility with our volunteers, who had loft home and family and juerative occupation to defend the Union and the coueticntion, while there were voluateers or mi- litia enowgh in Una loyal States to maintain the government without resort to this expedient, If the loyul people were Hol satisied with Que policy he has adopted, ho was willing to les¥e the administration to other hands. The National Bank Note Company have to-day fur- nished the Treasury Department with impreasions of the ones and twos of the new Treasury notes. Tho ones havo upon thom the likeness of Secretary Chase, and the twos the likegess of Secretary Aloxander Hamilton, the first Secretary of the Treasury, the same as that upon the five hundred dollar notes of the present issue, The engravers have thus happily combined in these notes the first and tho present Secretaries of the ‘Treasury. The ones aro distinguished by one broad band across the back; the twos have two bands and two concentric circles, inside of which are the figures two. AMERICAN APFAIRS ABROAD. The mails received by the State Department from abroad simply confirm what has already been stated with regard to the attitude of forcign governments to- wards the United States. Lord Palmerston has refused to allow the open sympathizers with the Southern rebels to take the mauagement of affairs out of the control of government, but it is not doubted that he and the Bri lish government would willingly avail themselves of a decent pretext for intervention. The rebel sympathizers at Nassau are trying to furnish this pretext. Their complaints of outrages by United States oruisers upon British vessels and the British flag have this imtent—ne more nor less, The popula- tion of Narsau is im complete sympathy with the rebellion. It is composed of a mixture of negroes aud South Carolina refagecs, who have retained all their Prediiections for South Carolina since the days of the Revolution.
