A Gen, Rousseau and a Secesh Surgeon, A correspondent of the Cincinnrti Gazelle at Hunts- ville, Alabama, gives the following:— There came to the doorof the tent a foppish fellow in “tripod summer olothing, with as mean @ looking coun- tenance as one often sees even amongst the ‘‘Seeesh.” He held a piece of paper in his hand. “General,” said he, with much levity, insolence and monchalance, “General, I could not through your pickets, although I have here Gen. This has arisen from the intelligence that has been received of the determination of tho Northern States to exclude by its tariff all European productions. A great trade, both wholesale and retail, hag long existed be- tween New Yerk and France in those exquisite little fan- ciful articles which are the peculiar produce of the Pari- sian alelier. Their tasto, their brilliancy—for they gene- rally consist in ornamental work, and most of them adapted to the tollette—have made them great favorites with the State Lak the a for whom they were largely exported; the American, on his visit to Europe, generally supplied himself in Paris with consi- derabis quantities at a comparatively smallexpense, for bis friends, a, and expecially for his negroes, whose taste for per- finery has always been remaritable. The determined resolution, the courage of the Southern, have awakened for hun a ‘sympathy, whilst the brutality of the North- ern soldier has made his cause decidedly unpopular. The great objection to the entering into bonds of velatiouship with the South is the Sinveey question. At is this which is looked upon as @ pestilence destructive to humanity, and not (o be forgotten. ‘The transportation of natives of Africa was the original suggestion of that humane ecclesiastic Las Casas, who, following the Jesuiti- cal principle, lately revived, that “a little ilt may be done to secure a great good,’ ” 0 alleviate the sufferings of the native jIndians proposed that practice which, as. was foretold by one of ourstatemen, “begun in rapacity and justice, can only terminate in revenge, inhorrors and 1m blood.’ France would do nothing that could perpetuate the system; but, from all I hear and see, is prepared to do everything that can fairly be effected to put a stop to the Present state of things; and this would be more effectu- ally achieved by a recognition of a government by France and England that has shown itsclf capable of deending itself against its exemics for so long a peried, than by an ‘attempt at interference under any shape. The Fight at Mcmphis, Missouri. SIX HUNDRED GUERILLAS ROUTED—DESPERATS FIGHTING. On the 18th Major John B. Clopper, in command of a detachment of Merrill’s horse, crabs three hundred strong, and a detachment of Major Rodgers’ battalion, Eleventh M.S. M., about ove hundredstrong attacked, and, alter avery ‘severe bap entirely routed Porter's and Dunn’s bands of guerillas, six hundred strong. At last accounts they were still in hot pursuit of Por- ter’s forces, which were moving rapidly south, and had crossed the raiiroad and posted themselves: for another fight in the vicinity of Florida, where they were proba- bly again attacked by Major’ Clopper’s forces, which crossed the railroad in pursuit yesterday. The fight took place near Memphis, aud was brought on by a smal! advanced guard being fired on by the euemy concealed in heavy brush and timber across the road. Having halted and chosen the for the fight they ro immediately attacked by Major ( Clopper, and after a des) ht, lusting nearly three hours, were com- puosely rout and driven from the field, leaving a large ‘number of dea and wounded on the ground, ‘The severity of the fight Is well illustrated by the fact that five successive charges across sloping ground on the concealed enemy were repulsed, and the sixth was suc- coxsful, resulting a hand to band struggle, in which ove of ‘ill’s horse was killed by a blew from a mus. kot agross the neck, breaking it. This has been an exciting day in Wall street and in mercantile circles, partly in consequence of the rumors which have been afloat all day regard” ing military and naval movements, and partly be- cause it is the last day of the old tariff. The im- porting merchants waited upon the Collector to- day to ask him to keep open till midnight. This he declined to do; but all persons inside the Custom House at three P. M. were permitted to transact their business, The receipts at the Custom House yesterday, which were the heaviest ever known, amounted to $458,000. To-day they were con- siderably in excess of this sum. Money continues very abundant at 4 a 5 per cent. Brokers generally pay five; but bankers complain that they are obliged to lend a great deal at 4. Some $200,000 were deposited to-day at the Sub-Treasury at 4 per cent. Certificates of indebtedness are higher; 987% was bid for them this morning. From present prospects the supply of these certificates promises to be pretty liberal this autumn. Demand notes fluctuate between 105% and 4%. Gola and exchange are very irregular. At the opening to-day gold was 114%; it then rose stea- dily to 11434, 115 and 1154, closing 115% bid. After the second board it sold at 116. Bills were quoted this morning at 125 a 126, and later in the day 126.3127. We hear of sales at both extremes, and all the intermediate points. A fresh supply of commercial bills is expected to-morrow, and buyers are holding off. The stock morket was steady this morning, with- out material change in prices, A fair business was done at the morning board. Governments did not fluctuate; Pacific Mailand Panama were 4% per cent higher; the general railway list about 3¢ per cent lower. The bonds of the Toledo and Wabash road were lower, on the Logansport affair which we mentioned this morning. Between the boards the street was agitated by rumors of move- ments on the peninsula, and of the arrival of a rebel iron-clad fleet at Mobile; and, though the ab- surdity of the latter story was' palpable enough, it nevertheless exercised some influence on the markets.
