Acouple of surgeons of one of the Virgivia regi+ ments have been here for several days, lionized by many poe who might have boen engaged in better business. One of the surgeons was attired in anew suit of gray, i lorned with au indefinite quantity 4 gold stars, &c.. which he exhibited in lich style during hif stav here. They seemed to de- mand the homage of ail, end lord ft over us in grand style. The Rip Raps would be the proper place for these officers, and they should not be permitted to walk around the Point, inspecting everything of interest as freely as the most loyal. The propriety of allowing them so mach freedom is certaluly questionable. The Cunard steamship Eta, which left Liverpool Wednesday, 16th, and Queenstown Thursday, (uo 17th inet., passed this point at eig’t o'clock this evening, en route to New York. It thinks that there are good evidences in the North that the beginning of the end is not far off. In another article it depo nees the insolence of Genera} Putter in his intercourse with the “foreign Consuls, and says thag is not the way to conciliate neutrals and superiere, and he should consider whether he is not doing more harm than yood to the federal canes. The London Times deprecates the new American tariff, and predigts that it will result im far greater injury to Amerien nerself than to any one else, The Losden Morning Post says:—Affairs approach the crisis which will necessitate some decided course on the part of the federals, Neutrals ennnot much longer re, main passive spectators, and the question is—When shall the South be considered to have vindicated its right to recognition? It points to the past policy of England in recognizing suecessful opposition, and says if the North would take the tnitiative and sail with the cur- rent which it cannot stem, neutral States might be saved the disagreeable necessity of discharging @ most disa- greeable duty. The Iyuden Daily News points ont what would be the feelings of England if situated Nke the North, and argues that secession will be crushed out at all hazards. The proceedings of Parliament have been unimportant. Mr. Forster in the House of Commons gave notice that when Mr. Lindsey’s motion for the recognition of the Sonth comes up, he will move an amendment pledging the House to sustain the government in the policy of non-intervention. ‘There was inereasing distress in the manufacturing districts of England, and bad attracted tho attention of Parliament. It was denied that the Prince of Wales will visit Russia. Lord Palmerston, in @ speech ‘before the volunteers, spoke impressively and some eay significantly of the importance of maintaining efficiency in movements. ‘The Paris Potrie says the interview between the Em- Pperors of France and Russia and the King of Prussia takes place in September. ‘The Bourse closed eavy at 68f. 50c. The Italian Chamber of Miuisters explained Garibaldi’s course at Palermo. It regretted his attack on France, and said his journey was without sanction. ‘The Prussian Mivistry had introdueed a Dill providing credits for the increased navy. The steamer Kdinburg leaves Liverpool on the 17th for New York, to accommodate shipping merchants in an- teipation of the new tariff. The Etna bas fifty-five cdbin and two handred and eighty steerage pussengers, and a ull cargo and the mais. ‘The steamships Jura and China, both from New York, arrived out on the 15th inst., and their news was re- ceived with a great deal of interest. Commercial Intelligence. LONDON MONEY MARKET. Consols closed on Weduesday at 9244 a 925% for money. AMERICAN STOCKS. The latest sales on Wednesday were:—Erie Railroad, 28 a 20; Illinois Central shares, 492¢ # 483; discount, LIVERPOOL, COTTON MARKET. ‘The sales of cotton at Liverpool ou Monday and Tu day reached 16,000 bales, including 11,000 bales to ay culators and exporters.’ The market is buoyant, and one-quarter a one-half penny per pound higher, owing to the American advices received per steamers. Jura aud Dina, MANCHESTER TRADE REPORT. The advieee from Manchoster are favorable, the mar- ket for extion goods and yarns being drmer, with an ad- vaucing tendency in priees. Arrest of an Ex-United States Marshal for Trenson. Borsineron, Vt., July 24, 1862. Cen. Lewis Partridge, of Noswich, Vt., was arrested a few days since by United States Marshal Baldwin, on the charge of treason, and taken to Windsor, where the United States Cireutt Court site next week. His trial is exjected to take place during the coming session, The evidence against him is said to be very strong. Gen. The Use of Postage reas as a Circa- lating Medi There appears to bea very ple ‘al misapprehension with regard to ie act authorizing payinent in stamps aud to prolii cireulation of Lote of # less aenomi- nation than vu. ‘olla, which was approved on the 17th of July inst. Under the provisions of this act the Secre tary of the Treasury, and not the Postmaster General, isdirected to furnish postage and other stamps to the Assistant Treasurers, and such designate depositories of the United States as the former may seiect, to be ex. changed by them on application for the United states notes; and from and after the Ist of August next such Stamps shall be received in payment of all dues to the United States less than five dollars, and shali be received in exchange for the United States notes when presented in sums not less than five dollars to any Assistant ‘Trea- surer or designated depository selected as aforesaid. Hence the law docs not make postage siamps a legal tender, nor does it require postmasters to receive them in exchange for United States notes. It is expected that the Secretary of the Treasury will furnish postage stamps to be used as a circulating medium, under the taw, in such form that they cannot be attached to letters or other majlable matter. Such stamps il be exchanged by postimasters for the regu! stage stamps, besides be- ing redeemable in ener a notes by Assistant Treasurers and such designated depositories as the Secretary of the Treasury may select. No postage stamps can be thus ex- changed at post offices of redeemed by the Treasury De. partment unless furnished through the agehcies of that departinent. ‘Postage stamps now suld by postmasters are not ex- changeable or redeemabie by them, and if euch stampa are gummed to pasteboard or other paper, which soils or renders them unfit to be used in the prepayment of post- age, they will be rajected for postage, begeuse when 80 soiled they cannot be distinguished from stamps which have alroady been used for postage. Be it enacted by the Senate and House of Representatives of the United Stats of Anvrica in Congress asemblet, it any person who shall wilfully remove or cause to be removed from any postage stamp or stamped envolope the cancelling or defacing marks thereon, with intent to ond use the same or cause the use of the same the time, or shall knowingly or wilfully sell or buy washed or restored stamps, or offér the samo for sa! give or expose the same to any person for use, or kno gly use the same, or prepare th the second use thereof, every such person shall, upon conviction thereof, be adjudged guilty of felony, shall ba punisbed by imprisonment not exceeding threo years or by fine not exceeding one thousand dollars, or by both Imprisonment and fine as aforesaid; aud one-half such flue, when collected, shall be paid to the informer.
